The National Energy Technology Laboratory within the Department of Energy intends to issue a sole source purchase order to Malvern Panalytical, Inc. for a High-Performance X-Ray Diffraction System, specifically the Empyrean Multicore Pix3D. This procurement is based on the determination that Malvern Panalytical is the only source capable of meeting the government's technical specifications due to their proprietary hardware, control software, and specialized optical modules. Key required capabilities include powdered sample operation on a spinner stage, thin-film characterization, and integration with existing carbon material characterization workflows. The system must feature digital optical encoding, corrosion-resistant beam path technology, and a stabilized high-resolution X-ray tube. While this notice serves as a notification of intent for a sole source award, any responsible party capable of fulfilling these requirements must submit written evidence of their capabilities to Contracting Officer Cynthia Madison by 3:30 PM ET on September 2, 2026. The government will then determine whether to proceed with a competitive procurement based on the responses received.

Full Description

In accordance with Revolutionary FAR Overhaul Part 12, Acquisition of Commercial Products and Commercial Services, the US Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a purchase order on a sole source basis to Malvern Panalytical, Inc. for a High-Performance X-Ray Diffraction (XRD) System. The Empyrean Multicore Pix3D and associated accessories, offered by Malvern Panalytical Inc., meet the technical specifications required by the Government. The Empyrean system is built around proprietary, manufacturer-controlled optical modules and X-ray components that are produced exclusively by Malvern Panalytical. These modules include specialized beam-conditioning optics, interchangeable goniometers, and detectors that enable rapid reconfiguration for diverse measurement geometries without factory servicing. Because Malvern Panalytical maintains exclusive ownership of the system’s hardware, control software, mechanical interfaces, calibration procedures, and safety-interlock designs, no third-party vendor can duplicate or modify these capabilities. As a result, only Malvern Panalytical can provide a system that meets all required performance parameters specified by NETL, including powdered sample operation on a spinner stage, thin-film characterization on an XYZ programmable stage, micro-area measurements, grazing-incidence methods, and most importantly, integration with existing analytical workflows that we developed for the carbon material characterization. Unique capabilities of the Empyrean Multicore Pix3D of primary interest include, but are not limited to, a digital optical encoding system, corrosion-resistant incident smart beam path technology, stabilized “High-resolution” X-ray tube, and pre-aligned fast Interchangeable X-ray mounting system. The detailed technical requirements are identified in Attachment A: XRD Technical Specifications. This is considered a sole source to Malvern Panalytical because to the best of NETL's knowledge, based on market research conducted, Malvern Panalytical is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy the Government’s requirement. This announcement is issued for notification purposes only and is not a request for quote/proposal. Any responsible party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement by 3:30 PM ET on Tuesday, September 2, 2026. Responses must be submitted in writing to the Contract Specialist via email at Cynthia.Madison@netl.doe.gov, no later than the time and date noted above. Telephone responses and requests will not be acknowledged. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Digital Trace Oxygen Analyzer
Solicitation # FA860126Q0034
The U.S. Air Force is soliciting a single Digital Trace Oxygen Analyzer under solicitation FA860126Q0034 for use in testing trace levels of oxygen in Nitrogen, Helium, Hydrogen, and Argon gas samples at the Aerospace Fuels Laboratory at Vandenberg Air Force Base, California. The requirement is set for full and open competition under NAICS code 334516 with no set-aside, and offers are due by 1:00 PM ET on August 20, 2026. Quotations must be submitted electronically via email to the specified contract specialists, contain the exact subject line, and be under five megabytes without compressed files or executable attachments; only PDF, DOC, DOCX, XLS, or XLSX formats are permitted. All submissions must include a fully completed Required Information Sheet, detailed supply description, and aggregate pricing for base and any option years, with all amounts in whole dollars. Submitters must be currently registered in SAM.gov, maintain an up-to-date registration within the past 12 months, and self-certify compliance with CMMC Level 1 requirements for safeguarding Federal Contract Information by documenting this in the Supplier Performance Risk System. Failure to meet these requirements will result in non-responsiveness regardless of other submission completeness. The contractor is prohibited from including customs duties in the quoted price, as the government will facilitate duty-free entry for eligible items. Delivery must occur within 12 weeks of contract award, and offerors must hold their prices firm for 60 days after the submission deadline. The government reserves the right to cancel the solicitation, conduct negotiations, or make no award based on quotation quality and price reasonableness.

NOI to Sole Source - Frequency Comb System Upgrade
Solicitation # FA700026NOIFCS
The 10th Contracting Squadron at the United States Air Force Academy intends to award a sole-source, firm-fixed-price commercial purchase order to Vescent Technologies, Inc. for the upgrade and expansion of a proprietary laser frequency comb system. This acquisition is designed to support the Physics Department's Laser and Optics Research Center by providing specialized wavelength extension modules, optical frequency references, phase-lock servos, temperature controllers, and data acquisition hardware. The project also includes on-site training and installation to ensure seamless integration with the existing government-owned Vescent RubriComb architecture. The government has identified Vescent Technologies as the sole source because the existing system is a closed-architecture platform. Using alternative manufacturers would result in physical and electronic incompatibilities, requiring the complete replacement of the current system and causing significant delays to cadet atomic research programs. While this is a notice of intent for a sole-source award, the government will consider capability statements from other vendors who can prove their hardware is fully compatible with the existing Vescent infrastructure. Interested parties must submit their documentation to the contracting officer by August 24, 2026.

The National Energy Technology Laboratory (NETL) under the Department of Energy is soliciting a firm-fixed price quote for a HEMCO UniMax Floor Mount Hood or an equivalent high-pressure, high-temperature fume hood. This IRA-funded procurement is a total small business set-aside under NAICS code 334516, with a size standard of 1,000 employees. The required equipment must safely enclose a reactor operating at 2000 psi and 350 degrees Celsius, handling hazardous gases such as carbon dioxide, methane, hydrogen, and nitrogen, as well as saltwater and oil. Key technical specifications include dimensions of 72 by 48 by 100 inches, chemical and fire-resistant composite resin panels compliant with ASTM E-84, and UL-listed electrical components rated for Class I Div I and Class II Div II hazardous locations. The award will be based on the Lowest Price Technically Acceptable (LPTA) methodology. To be considered, small business offerors must submit a quote via the FedConnect portal by September 1, 2026, using Standard Form 1449.
