AI Contract Overview
The contract pertains to a photovoltaic (PV) Energy Conservation Measure (ECM) project at NASA's Goddard Space Flight Center in Greenbelt, Maryland, structured as an Energy Savings Performance Contract (ESPC), potentially under an Energy Sales Agreement (ESA) if federal tax credit deadlines are met. The scope involves installing a PV system on a 15-acre site (Area 100) with objectives to maximize renewable energy generation, reduce electrical demand and costs, and incorporate battery storage for resiliency. The project will commence with an Investment Grade Audit (IGA), utilizing the eProjectBuilder platform for project management, and aims to meet all applicable statutory, regulatory, and tax incentive requirements, including retaining title to the renewable energy system at contract end. The opportunity is open exclusively to current holders of the Department of Energy’s Fourth Generation ESPC IDIQ contract, with responses due by December 8, 2025. Key evaluation factors emphasize the ESCO’s ability to structure the project to optimize federal and state tax incentives, with the most weight given to this capability. Past performance on similar ESPC projects and technical experience in designing and implementing renewable energy systems are also critical. The selection process is qualifications-based, focusing on the ESCO’s capacity to meet tax incentive deadlines, demonstrate past success, and provide comprehensive technical solutions. The contract includes provisions for establishing SPEs or LLCs for financing, with specific requirements for novation or tri-party agreements approved by the contracting officer, ensuring compliance with statutory and FAR regulations. Administrative details specify points of contact, performance evaluation criteria, and submission instructions, with no explicit packaging, marking, or detailed cost information provided in the current documentation. Overall, the project aims to leverage private sector expertise to deliver a sustainable PV system aligned with federal energy and tax policies, with a rigorous evaluation process emphasizing project structuring and performance history.

Full Description
NASA Goddard Space Flight Center is interested in pursuing an Energy Savings Performance Contract (ESPC) project at the Goddard Space Flight Center (GSFC) located in Greenbelt, Maryland, specifically a photovoltaic (PV) Energy Conservation Measure (ECM) that may be structured as an Energy Sales Agreement (ESA) if the new federal investment tax credit deadlines and all associated requirements can be met. No other ECMs are desired.
This Notice of Opportunity (NOO) invites current holders of the Department of Energy’s (DOE) Fourth Generation ESPC Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to submit a written response (an expression of interest) to be considered for Contractor selection for this potential task order award. Details regarding how the Energy Service Company (ESCO) will meet the tax incentive deadlines shall also be included in the Expression of Interest (EOI).
The scope of the Task Order (TO) awarded for this project is a PV system at GSFC Area 100 as identified in this notice (see details in Sections 2 and 3 of the attached NOO). There are opportunities for additional PV systems, which could be investigated during the Investment Grade Audit (IGA) if the additional analysis does not jeopardize meeting tax incentive deadlines.
The purpose of this NOO update is to provide Government responses to industry questions.
