The Military Surface Deployment & Distribution Command (SDDC) plans to award a sole source fixed price contract valued at approximately $478,000 to Anvicom, Inc., located in Vienna, VA, to provide support services for the USC05 Integrated Booking System (IBS) for Hawaii and Guam. Anvicom is recognized as the sole provider capable of delivering these services. The contract will involve a range of software engineering tasks including requirements definition, software maintenance, development, testing, configuration management, training, implementation, deployment, documentation, web technical support, and project management. These services are critical to ensuring the IBS complies with regulatory, contractual, and user requirements under the Universal Service Contract option and specific agreements for Hawaii and Guam. The IBS system facilitates efficient contract management by automating the carrier offer evaluation process and integrating with other SDDC and Department of Defense systems, thereby reducing manual booking interventions. This contract will be awarded under the authority of FAR 6.302, which allows negotiation with a single source due to the unique capability of Anvicom and the cost implications of seeking alternatives. While this notice is not a solicitation for competitive proposals, other interested parties may express interest or submit proposals within five days of the publication date; however, the government holds full discretion on whether to compete the contract based on any responses received. Communications regarding this procurement will be handled through the SDDC Contracting Center in Alexandria, VA.
