The Hawaii Department of the Attorney General's Crime Prevention and Justice Assistance Division is preparing to release a Request for Proposal in early 2024 for the STOP Violence Against Women Act (VAWA) Grant Program, with approximately $963,096 available from FY 2023 and FY 2024 funds. The RFP is open to non-profit organizations with IRS 501(c)(3) status, including faith-based and neighborhood groups, and proposals must be submitted online through the Grant Management System. Applicants can request funding amounts between $50,000 and $400,000 for a 24-month period, with multiple contracts potentially awarded. The department is mandated to allocate at least 20 percent of the funds for sexual assault services and 10 percent for culturally-specific services, with specific minimum set-asides for each. Additional points will be awarded to projects supporting services related to sexual assault, domestic violence, dating violence, or stalking for individuals affected by the Maui wildfires, as well as those serving geographically isolated rural areas. The department is actively seeking public input on the draft service specifications of the upcoming RFP, especially regarding the impact of the August 2023 Lahaina wildfires on service needs. Stakeholders are encouraged to provide feedback on the types of services needed, changes in demand, and ongoing challenges faced by organizations in meeting survivor needs such as housing, childcare, and basic necessities. Comments are requested by February 12, 2024, via email or postal mail. The initiative aims to ensure that the funded programs effectively address the increased and evolving needs of survivors in Hawaii, particularly in the context of recent natural disasters.
