SOLE SOURCE AWARD NOTICE



Marine Corps Installations East intends to procure 11-Meter Naval Special Warfare Rigid Inflatable Boat (11M NSW RHIB) system course and electrical system course outlined below, on a sole source basis from United States Marine, INC. , in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 12.102(a) for purchases not exceeding the simplified acquisition threshold and only one source reasonably available.  



The North American Industry Classification System (NAICS) code for this procurement is 611519 with $21,000,000 size standard.



Usage of a less capable provider in place of United States Marine, INC. would result in significant negative operational impacts to 2D Amphibious Assault Battalion (AA BN). There are currently no courses in the DOW that teach and cover the platform of this craft. This course teaches the basic fundamentals of maintenance and advance trouble shooting methods while under way. It covers engine, Rigid Inflatable Boat (RIB), Electrical trouble shooting methods, and Maintenance. This course is needed to be able to support the MEU. Specifically, the Maritime Raid Force. The boat teams must acquire this knowledge to be able to operate safely underway.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 7 August 2026.
