AI Contract Overview
Marine Corps Installations East is awarding a sole source contract to United States Marine, Inc. for OEM-certified training on the 11-Meter Naval Special Warfare Rigid Inflatable Boat (11M NSW RHIB) system, including electrical and maintenance courses, under the authority of 10 U.S.C. 2304(c)(1) and FAR 12.102(a). This procurement is justified solely on the basis that United States Marine, Inc. is the only source with exclusive access to the proprietary technical data, engineering drawings, wiring schematics, and factory-certified instructional materials necessary to deliver safe and effective training on this unique platform. The absence of any comparable training within the Defense Occupational Workforce creates an operational necessity for this specific course, as failure to deliver it would result in unacceptable risk to operator safety, loss of manufacturer warranties, and degraded readiness of the Maritime Raid Force within the 2D Amphibious Assault Battalion. The NAICS code for this acquisition is 611519 with a $21,000,000 size standard, and the estimated contract value is $21,000,000, though no detailed pricing or line-item breakdown is provided. Performance will take place in Gulfport, Mississippi, with the contracting office located at Camp Lejeune, North Carolina. No competitive solicitation was issued, but any small business firm capable of meeting the requirement may submit a capability statement with supporting evidence by August 7, 2026, to the designated point of contact. Training must be delivered exclusively by USMI-certified instructors using OEM-controlled materials to ensure compliance with technical specifications and maintain operational integrity. The procurement falls under a firm-fixed-price structure typical for commercial services under FAR Part 12, with no set-aside provisions applied. Contract administration responsibilities are managed by primary and secondary contacts within the Marine Corps, who will evaluate any competing capability statements based on the non-negotiable criteria of proprietary data access, OEM certification, and mission-critical operational impact.
