On March 30, 2017, the Space and Naval Warfare Systems Center Pacific (SSC Pacific) awarded a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract to Metron, Inc., Scientific Solutions Division, on a sole source basis. The contract, valued at nearly $10 million, covers software and training materials development to support the Executable Architecture Management System (ExAMS) project. ExAMS is a highly complex system developed over five years exclusively by Metron, featuring millions of lines of code across multiple architectures, engineering and user interfaces, analysis algorithms, framework designs, and software testing suites. The scope of work includes systems engineering, software design and development, integration, testing, installation, training, life cycle maintenance, management support, and comprehensive system documentation. The Government’s objective within the next three years is to gain full operational control and understanding of ExAMS, including its software code base, statistical analysis algorithms, application and database components, web and internal interfaces, testing methodologies, and end-user analytical tools. Currently, all developmental and operational knowledge rests solely with Metron, and the only location capable of maintaining or operating ExAMS is the contractor’s facility. There is no existing government documentation for building, configuring, or operating the system, underscoring the importance of this contract in transferring knowledge and support capabilities. The NAICS code associated with the contract is 541511, and the business size standard is $27.5 million. A Justification and Approval for this sole source award was posted prior to contract issuance in November 2016.
