The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) awarded a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract to Ultra Electronics Advanced Tactical Systems, Inc. on August 2, 2017. This sole source contract, valued at approximately $12.45 million, covers software and system engineering support for the Adjunct Processor Multi-Link Interface Unit (AP_MLIU) used with the Command and Control Processor (C2P) family of systems. The scope includes enhancing, maintaining, and installing software and hardware components such as the AP_MLIU Operating System and the Versa Module Europa (VME) Card. Ultra Electronics is uniquely positioned as the sole designer and developer of the proprietary software and technology critical to these systems. Because of Ultra Electronics' exclusive knowledge, proprietary rights, and technical capabilities, the government determined that only this contractor could effectively provide the necessary software engineering services and resolve software-related issues for the C2P systems. The contract falls under NAICS code 541330, with a business size standard of $38.5 million. A Justification and Approval supporting the sole source award was issued prior to the contract on May 5, 2017, underscoring the technical and programmatic rationale for this procurement approach. The performance is managed out of the SSC Pacific office in San Diego, California.
