Notice of sole source: Warehouse System and Data Model for the NYS Student Information Repository System

The New York State Education Department (NYSED) has entered into a five-year sole source contract with eScholar LLC to continue licensing their warehouse system and data model used in the NYS Student Information Repository System. This decision was made because the existing data model has been in use since 2004, and switching to a new model would entail significant costs and time, making a competitive bidding process impractical at this time. The exemption for this sole source award was approved by the Office of the State Comptroller, recognizing eScholar LLC as the sole provider capable of fulfilling this ongoing need. The contract covers all counties within New York State and is set to end on March 28, 2024. The procurement process was exempt from advertising due to the specialized nature of the data model and the longstanding relationship with eScholar LLC.
