The NAVSUP Fleet Logistics Center San Diego plans to award a contract to Solar Winds through the DLT Solutions BPA under the DOD ESI Contract Number N00104-13-A-ZF42. The acquisition will proceed using Simplified Acquisition Procedures and will be conducted as a sole source award, without full and open competition. This approach is authorized under FAR 13.106-1(b)(1)(i) due to circumstances that restrict competition, such as urgency or exclusive licensing, indicating that only one source is reasonably available for the contract requirements. The notification explicitly states that this is not a request for proposals or quotations, and the government retains the discretion to forgo competition entirely. The contract concerns software agreements under the NAICS code 334614, managed by the Department of Defense's NAVSUP Fleet Logistics Center in San Diego, California. The government intends to negotiate exclusively with Solar Winds under the authority of FAR 6.302-1, which permits non-competitive contracting when justified. Details such as solicitation number N0024418Q0346 and the posting date of September 17, 2018, are provided, with no solicitation or RFQ to be issued forthcoming. This contract action reflects a mandatory source award within the DoD ESI framework for software solutions.
