NOTICE OF INTENT TO SOLE SOURCE
The Indian Health Service, Fort Belknap Service Unit, Laboratory Department requires a specimen labeling system that meets the requirement for laboratory accreditation set by the Clinical Laboratory Joint Commission Requirements, Clinical Laboratory Improvement Amendments (CLIA) requirements.
The period of performance will consist of a base year, plus four one-year option periods.
Base Year: 06/26/2026 to 06/25/2027
Option Year One: 06/26/2027 to 06/25/2028
Option Year Two: 06/26/2028 to 06/25/2029
Option Year Three: 06/26/2029 to 06/25/2030
Option Year Four: 06/26/2030 to 06/25/2031
The award will be a single source procurement awarded to DataRay Inc in accordance with RFO-FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting Officers may solicit from only one source if the circumstances of the contract action deem that only one source is reasonably available based on licensing agreements and warranty coverage on specialized equipment.
Only one source, DataRay Inc, is capable of fulfilling the Government’s requirement to provide software to communicate with RPMS, Data Innovations Middleware and laboratory instruments to generate labels for the performing of tests and reporting of results, standard technical support, maintenance service, license renewal. The unique capabilities of DataRay Inc, include its ability to support the unique system software.
This notice is not a solicitation or a request for offers. Any potential sources other than DataRay Inc may submit a capability statement via email to Carlton Taylor, at carlton.taylor@hhs.gov by 12:00 PM EDT on Monday June 15, 2026.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice.
A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
