Emergency Catering Services
Solicitation # 20260277
The City of Port St. Lucie is soliciting proposals under solicitation number 20260277 for Emergency Catering Services to support city employees during the activation of the Comprehensive Emergency Management Plan and the Emergency Operations Center. The selected vendor will be responsible for providing all labor, equipment, supplies, and management to deliver daily breakfast, lunch, dinner, and night-shift meals, with a preference for hot meal service. The contract requires the ability to mobilize and begin services within 24 hours of activation, delivering to sites including City Hall and the Emergency Operations Center. While historical data indicates potential volumes ranging from 200 to 500 personnel per day, these figures serve as context and do not guarantee minimum purchase levels. The contract spans three calendar years with two optional one-year renewals. Award decisions are based on a total combined score evaluating vendor qualifications and experience, which accounts for 25 percent of the total, alongside a competitive cost proposal. Vendors must maintain a Florida DBPR Public Food Service License and adhere to strict food safety, sanitation, and temperature-control regulations, including separate processes for allergy-sensitive meals. Mandatory submission requirements include an E-Verify form, Non-Collusion Affidavit, Debarment Form, W-9, and proof of insurance. The proposal process is managed via the OpenGov portal, with a response deadline of November 19, 2026.

Full Description

The U.S. Securities and Exchange Commission (SEC), Office of Acquisitions (OA), intends to award a Firm-Fixed-Price (FFP) purchase order, on a single-source basis, to the Federal Reserve Bank of New York (FRBNY) for catering services in support of the SEC's 2024 Northeast Regional Securities Conference. The conference will take place at FRBNY in New York City, NY from April 9-10, 2024. FRBNY will provide light refreshments on both mornings of the conference, as well as one (1) coffee break and lunch on the first full day of the conference, for approximately 310 conference attendees. The Contracting Officer has determined that FRBNY is the only source that can reasonably meet the SEC's requirement, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), because FRBNY requires that all food and beverage be provided by their in-house food service provider. FRBNY does not permit outside food or beverage to be brought into or removed from their facilities. The SEC selected FRBNY as the best location for the conference, as the auditorium and audiovisual/Information Technology (IT) support will be provided to the SEC free of charge. The only cost to the SEC will be catering services, as described above. The period of performance for the purchase order is anticipated to be two (2) days and the total value of the purchase order shall be below the Simplified Acquisition Threshold (SAT). The SEC intends to award a purchase order to FRBNY on or about March 18, 2024. This notice is not a competitive request for quotations. A competitive solicitation will not be issued. However, the SEC will consider interested parties that identify their interest and capability to respond to the requirement or submit a quote by the response date of this notice.
