This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate, written solicitation will not be issued. 


Solicitation number 12FPC326Q0021 is issued as a Request for Quotation (RFQ) for Wetland Reserve Easement (WRE) restoration services.


Offers are due no later than July 8, 2026, 5:00PM ET and must be emailed to amy.smith2@usda.gov


This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 237990, Other Heavy and Civil Engineering Construction.  The small business size standard is $45.0M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 


Magnitude of Requirement: Between $25,000 and $100,000


Description of Requirement - The Contractor shall furnish the necessary personnel, supplies, materials, and incidentals necessary to provide wetland restoration services for NRCS-Ohio as described below and in accordance with the work statement attached to and hereby made a part of this solicitation.


Through the USDA Natural Resources Conservation Service (NRCS), Agricultural Conservation Easement Program, the NRCS proposes to contract a Wetland Reserve Easement (WRE) Restoration project along Monkey Hollow Road. The project is located in Porter Township - Delaware County, Ohio. The job consists of H&H modeling and floodplain permitting, 700 Ln. ft. of tile searching, 3430 Cu.yd. of wetland excavation, and 18.15 ton of type C rip rap installation.  All services shall be provided in accordance with applicable NRCS policy and criteria including the NRCS Field Office Technical Guide, the NRCS National Engineering Handbook, and National Engineering Manual References.
