This notice is a ‘Presolicitation Notice’ and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with FAR Subpart 5.101  in preparation for the anticipated release of a Request for Proposal (RFP). NRL is not seeking proposals at this time. NRL reserves the right to cancel this acquisition at any time.



Solicitation no. N00173-26-R-DS01, titled “Research & Development Support Services for Space Science Division” is planned to be issued by 1 October 2026 and will be competed via a 100% small business set-aside competition. The solicitation will use the overall best value with tradeoff approach source selection procedures in accordance with FAR Part 15. Award is anticipated to be made in accordance with FAR SubPart 15.103.



The resulting contract award is anticipated to be a cost-plus-fixed-fee, level-of-effort (LOE) contract with a five-year period of performance, inclusive of a base year and four, 12-month options. The anticipated level of effort (LOE) involved will be a mix of required labor categories, to include key personnel, consisting of roughly 199,500 labor hours* for the total period of performance, evenly divided per year.
