1.0 Background & Authority
This is a combined synopsis/solicitation for commercial products prepared in accordance with the streamlined commercial procedures in Federal Acquisition Regulation (FAR) Subpart 12.6, as amended by the Revolutionary FAR Overhaul (RFO). 4.0 Evaluation Factors for Award
The Government intends to award a Firm-Fixed-Price (FFP) delivery order to the responsible Quoter whose technically acceptable quote is considered to be the most advantageous and represents the best overall value to the Government, price and past performance considered. The evaluation will be conducted under Simplified Acquisition Procedures (SAP).


  • Factor A — Technical Acceptability: All quotations will be evaluated on a Pass/Fail basis to determine if the proposed equipment clearly meets the technical specifications outlined in the Salient Characteristics and attached Minimum Requirements document.
  • Factor B — Past Performance: The Government reserves the right to evaluate past performance information prior to award using SPRS or other data sources. A neutral past performance rating will be assigned if no relevant past performance information is available.
  • Factor C — Price: The price of all technically acceptable quotations will be evaluated for reasonableness.
