Quotes must include complete technical datasheets, pricing, lead time, and delivery details, and must clearly indicate any product modifications. All submissions must be sent electronically to the designated point of contact by the deadline, and offerors must maintain an active, fully completed profile in SAM.gov with their UEI and CAGE code included in their response. Evaluation will prioritize technical acceptability on a pass/fail basis, followed by past performance reviews using SPRS or other available data, and final price reasonableness to determine the best overall value. Delivery is required F.O.B. Destination to 9500 MacArthur Boulevard, West Bethesda, Maryland, and bids on any other F.O.B. basis will be rejected. Multiple FAR and DFARS clauses apply, including requirements for cybersecurity, whistleblower protections, Buy American provisions, export controls, and electronic payment compliance.
