Solicitation # OET27007085
The State of Rhode Island is establishing a Master State Agreement under solicitation OET27007085 to identify qualified firms for pre-need and pre-event emergency management and homeland security services. This agreement is available for use by state agencies, municipalities, and quasi-public government agencies. The scope of work is divided into five service categories: resource distribution for essential supplies, federal program assistance for Stafford Act Public Assistance, large-scale debris management and hazardous waste abatement, comprehensive planning and risk assessment services, and snow removal and de-icing assistance. The contract has an initial duration of three years with a potential two-year renewal option. To be eligible for the qualified vendor list, technical proposals must achieve a minimum score of 80 out of 100 points. Evaluation criteria include the firm's office location, key personnel resumes, evidence of similar project completion within the last five years, and knowledge of Rhode Island laws and agencies. Required submissions include a technical proposal, a detailed fee schedule for equipment and materials, audited financial statements from the past three years, and certifications regarding lobbying, debarment, and drug-free workplace requirements. Additionally, firms must provide a certificate of insurance and, for those bidding on resource distribution or debris management, post a performance and payment bond of 1,000,000 dollars. The initial response deadline is November 20, 2026, with subsequent responses reviewed quarterly until January 31, 2029. Awarded contractors must comply with Minority Business Enterprise goals and adhere to various federal and state non-discrimination and equal opportunity mandates. Performance for debris management is specifically noted to limit time and material payments to the first 70 hours following a disaster event, and all services must be delivered throughout the stricken areas of Rhode Island as directed by the State.

2026 RIDEM Disaster Relief Program
Solicitation # 56yg0vaut6h5
The 2026 RIDEM Disaster Relief Program is a reimbursement initiative managed by the Rhode Island Department of Environmental Management, Bureau of Natural Resources. It provides financial assistance to eligible Rhode Island farmers, foresters, and aquaculture producers who suffered qualifying weather-related losses during 2023 and 2024. Eligible losses include damage to farm infrastructure, timber, perennial crops, poultry production, market losses, and land restoration, provided these losses were not already covered by existing USDA Farm Service Agency programs. Applications must be submitted electronically via the state's grant management website by December 31, 2026. Awards are not based on competitive scoring but on program eligibility, verified losses, and available funding. RIDEM will reimburse eligible producers for up to 80 percent of approved losses, though a uniform reduction factor may be applied if total claims exceed available funding. Applicants are required to use a specific Applicant Calculator workbook to estimate losses and must provide supporting documentation and site access for verification.
