The Fleet Logistics Center Norfolk, Contracting Department Groton Office, Groton, CT intends to award a Sole Source, Firm Fixed-Price, Purchase Order to Elsevier, Inc. for ScienceDirect Social and Behavioral Sciences Collection e-journal subscription for a Base Year and four (4) year option periods with a period of performance from 01 September 2026 to 31 August 2031, with an anticipated award 7/24/2026.



This acquisition will be conducted using Simplified Procedures for commercial services in accordance with FAR Part 12, as implemented by the Department of War (DoW) Revolutionary FAR Overhaul (RFO) Class Deviations.  The Government intends to solicit with only one source under the authority of FAR 12.102(a) to restrict competition for an acquisition valued below the Simplified Acquisition Threshold (SAT).
