The U.S. Naval War College, through the Fleet Logistics Center Norfolk, intends to award a sole-source, firm fixed-price purchase order to Elsevier, Inc. for the renewal of the ScienceDirect Social and Behavioral Sciences Collection e-journal subscription, covering a base year and four option years from September 1, 2026, through August 31, 2031. This acquisition is conducted under simplified procedures for commercial services per FAR Part 12, specifically utilizing FAR 12.102(a) to restrict competition due to the acquisition’s value being below the Simplified Acquisition Threshold, and no set-aside applies as the vendor is classified as a large business with a CAGE code of 43DS5. The subscription will be delivered electronically through IP-based authentication and EZProxy, seamlessly integrating with the institution’s Alma Library Services Platform via automated ExLibris/OCLC API feeds, and must remain compatible with existing electronic library systems. The place of performance is Maryland Heights, Missouri, and the contract does not include specified packaging, marking, or formal inspection requirements, consistent with the nature of a commercial digital service. The solicitation, identified as N0018926QW199, was posted on June 29, 2026, with the offer due date extended to July 9, 2026, and an anticipated award date of July 17, 2026. While no pricing details or total contract value are disclosed, the procurement is structured as a non-competitive action, and any challenges to the sole-source justification must be submitted in writing to the designated point of contact, Sharon Dexter, with sufficient evidence of an equivalent service that could meet the government’s needs, though the government retains full discretion on whether to compete the requirement.
