The New York State Department of State Office for New Americans (ONA) initiated the New York Legal Response (NYLR) program in 2022 to bolster legal support for the increasing number of new arrivals in New York City, providing free immigration legal services, Know Your Rights education, and referrals through three primary providers: NYLAG, CCCS, and I-ARC. Despite their efforts, some clients still require further assistance with asylum applications, work authorization, or follow-up legal matters due to evolving federal immigration policies. To address this, ONA plans to extend the current contracts with these providers until at least July 29, 2025, ensuring uninterrupted legal services while preparing for the upcoming ONA Legal Counsel program, which will offer universal representation starting in May 2026. This new program aims to consolidate and expand legal aid efforts, with existing NYLR clients potentially transitioning to the new model once funding is available. The extension of current grants is a sole-source procurement, given the unique relationship with these providers, and will cover services across multiple boroughs including Bronx, Kings, New York, Queens, and Richmond. The contract size ranges from five to fifteen million dollars, reflecting the scope of ongoing legal support efforts in the region.

Full Description

The NYS Department of State Office for New Americans (ONA) launched the New York Legal Response (NYLR) program in 2022 in response to Governor Hochul’s request to increase legal capacity to assist the increase in new arrivals to New York City. Initially, there were three providers, New York Legal Assistance Group (NYLAG), Catholic Charities Community Services (CCCS), and Immigrant Advocates Response Collaborative (I-ARC) that primarily served new arrivals to New York City with free immigration legal services, Know Your Rights, and referrals.   While the NYLR providers have been assisting as many newcomers as possible, there still remain clients who either have applied for asylum and need additional assistance with applying for work authorization or assistance with follow up matters such as request for evidence or court proceedings.  There are also those individuals who have not yet applied for some form of relief and are now in urgent need of assistance because of changing federal immigration policies. ONA is in the process of drafting an RFA for its ONA Legal Counsel program, to be issued in 2025, which provides assistance to any immigrant under a universal representation model.  The clients served under NYLR can be transitioned to the Legal Counsel program under this new RFA, which will allow for additional funding to these regions by merging the NYLR with the Legal Counsel program. However, new Legal Counsel grants are not anticipated to start until May 1, 2026.  In the meantime, ONA would like to extend the current NYLR grants to ensure there is no gap in services for these vital legal services. ONA will be extending the current contracts for NY Legal Assistance Group, Inc., Immigrant Advocates Response Collaborative Inc, and Catholic Charites Community Services of the Archdiocese of NY to ensure the community is supported during the RFA process.
