Presolicitation Notice: Synopsis for Commercial Construction Services


(Prepared in accordance with RFO Subpart 5.1 and RFO Subpart 12.1)



This presolicitation notice is prepared in accordance with the requirements outlined in RFO 5.101, supplemented with additional information provided in this notice. This announcement serves as the public presolicitation notice for this acquisition. A formal written solicitation will not be posted to the System for Award Management (SAM.gov); instead, the Government will solicit quotations directly from suppliers.



Solicitation Information
The anticipated solicitation number for this acquisition is W912DQ26QA063 for the FY26 Well Casing Repair Project at the U.S. Army Corps of Engineers (USACE) Project Office at Stockton Lake (Stockton, MO).



IAW RFO 12.201-1(c)(2) - Simplified Procedures Method
To promote maximum competition and streamline acquisition, the Contracting Officer has chosen to solicit quotations directly from suppliers for this acquisition. When soliciting directly, the following conditions apply:


  1. A presolicitation notice must be posted in the Governmentwide Point of Entry (GPE) per RFO FAR 5.101(a).
  2. Quotations must be solicited from a minimum of three sources [RFO 12.201-1(c)(2)(ii)].
  3. Whenever practicable, solicitations should include at least two sources not previously contacted [RFO 12.201-1(c)(2)(iii)].

(4) Description of Services and Award Procedures [RFO 5.101(c)(4)(i) & (ii)]


The U.S. Army Corps of Engineers Kansas City District has a requirement for a construction contract to repair and upgrade a potable groundwater well at the Stockton Lake Project Office in Stockton, MO. The contractor shall provide all personnel, equipment, and materials required for the project. The primary scope includes restoring the structural and operational integrity of the well system, resolving subsurface casing issues, and installing new pumping equipment.
