Presolicitation Notice: Synopsis for Commercial Construction Services

(Prepared in accordance with RFO Subpart 5.1 and RFO Subpart 12.1)

This presolicitation notice is prepared in accordance with the requirements outlined in RFO 5.101, supplemented with additional information provided in this notice. This announcement serves as the public presolicitation notice for this acquisition. A formal written solicitation will not be posted to the System for Award Management (SAM.gov); instead, the Government will solicit quotations directly from suppliers.

Solicitation Information
The anticipated solicitation number for this acquisition is W912DQ26QA081 for the FY26 Bledsoe Ferry Rehabilitation Project at the U.S. Army Corps of Engineers (USACE) Project Office at Harry S Truman Lake (Warsaw, MO).

IAW RFO 12.201-1(c)(2) - Simplified Procedures Method
To promote maximum competition and streamline acquisition, the Contracting Officer has chosen to solicit quotations directly from suppliers for this acquisition. When soliciting directly, the following conditions apply:

1. A presolicitation notice must be posted in the Governmentwide Point of Entry (GPE) per RFO FAR 5.101(a).
2. Quotations must be solicited from a minimum of three sources [RFO 12.201-1(c)(2)(ii)].
3. Whenever practicable, solicitations should include at least two sources not previously contacted [RFO 12.201-1(c)(2)(iii)].

(4) Description of Services and Award Procedures [RFO 5.101(c)(4)(i) & (ii)]

The U.S. Army Corps of Engineers Kansas City District has a requirement for a construction contract for the FY26 Bledsoe Ferry Rehabilitation Project at the Harry S Truman Lake Project in Warsaw, MO. The contractor shall provide all personnel, equipment, and materials required for the project. The primary scope includes the rehabilitation of the existing sewer lift station utilizing 100% Solids Epoxy lining; the complete demolition, removal, and disposal of the existing comfort station; site preparation and earthwork to facilitate the placement, anchoring, and utility installation of a new pre-constructed concrete comfort station and concrete sidewalks; and the replacement of the primary electrical service pole, drop, and associated wiring infrastructure.

This requirement will be procured using the simplified procedures outlined in RFO 12.201-1, used in conjunction with RFO Part 36 for construction. The Government intends to award a Firm-Fixed-Price (FFP) contract.

The anticipated contract award date is 31 October 2026

The complete Statement of Work (SOW), detailing exact specifications, testing parameters, and safety requirements, will be provided directly to the solicited vendors. Other interested vendors may request the SOW from the Contract Specialist listed above.

(6) Equitable Adjustments for Change Orders [RFO 5.101(c)(4)(v), RFO 36.101-4, & DFARS PGI 205.103-70]

In accordance with DFARS PGI 205.103-70(b), no data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts.

(7) Universal Submission Statement [RFO 5.101(c)(4)(vi)]

All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
