Office space renovation

The U.S. Embassy Bangkok, under the Department of State, is seeking competitive quotes for the renovation of office space on the 3rd floor of the Chancery located at 120-122 Wireless Rd., Lumpini, Pathumwan, Bangkok, Thailand 10330. The scope of work includes comprehensive construction services, architectural and mechanical upgrades, installation of new electrical and telecom systems, demolition, waste removal, and complete furnishing of the space in accordance with detailed drawings covering architectural, electrical, and mechanical systems. All work must be performed to meet applicable local safety and labor standards, using new materials and workmanship that meets inspection standards, and must include submission of as-built drawings, construction sequencing plans, and operating manuals. The contract requires a performance security bond that remains in full force until final acceptance, after which it may be reduced to 10% of the contract value and maintained for one year post-completion. Contractors must include Defense Base Act insurance for all personnel, provide an English-speaking supervisor on-site at all times, and ensure all personnel undergo security screening and are escorted in controlled areas. Work must commence within seven days of the notice to proceed and be fully completed and ready for use within 45 days thereafter, with monthly progress payments based on completed labor and materials, including prorated overhead and profit, and invoicing must be in Thai Baht without Value Added Tax due to embassy tax exemption. All quotations must be submitted electronically in English no later than 4:00 PM Bangkok time on June 16, 2026, to Pinlaorp@state.gov with the precise subject line "Quotation Enclosed-RFQ#19TH2026Q0031- Office space renovation on the 3rd Floor Chancery" and must be in MS Word, Excel, or PDF format under 30MB per file. Offerors must be actively registered in the System for Award Management (SAM) with current, accurate representations and certifications updated within the last 12 months, along with submission of proof of registration, completed SF-18 form, detailed pricing in Bill of Quantities format, and all required certifications and representations including those related to independent pricing, non-influence payments, whistleblower rights, child labor, and prohibitions on Kaspersky and certain telecommunications equipment. A mandatory site visit is scheduled for May 28, 2026, requiring prior registration of attendees by May 27.
