Ohio National Guard Catered Meal Requirement at Camp James A Garfield (CJAG) 8-24 JULY 2026

The Ohio Army National Guard is seeking a single vendor to provide catered breakfast, lunch, and dinner meals for Soldiers at Camp James A Garfield in Ravenna, Ohio, from July 8 through July 24, 2026, under solicitation W91364-26-Q-A044. This requirement is a 100% Small Business Set-Aside under NAICS code 722320 with a standard value of $9,000,000.00 and will result in a single Firm-Fixed-Price purchase order. Offerors must be registered in SAM.gov, not listed on the Excluded Parties List System, and must clearly represent their small business status, including eligibility under HUBZone, Service-Disabled Veteran-Owned Small Business, and other applicable categories. All meals must comply with Army Recipe Card TM 10-412 serving sizes, with proteins cooked to well done, and include all necessary paper products, utensils, and garbage bags. Meals must be transported in clean, closed vehicles maintained at appropriate temperatures to ensure food safety; vehicles failing sanitation or temperature standards may be rejected without further inspection. The contractor is required to submit AT Level 1 Awareness Training and iWATCH Training Certificates for all employees within 30 days of completion and must implement a quality control plan to meet acceptable quality levels of 98% for meal scheduling and 100% for food safety compliance, which will be monitored through random inspections and periodic audits. Award decisions will be based on price and past performance in accordance with FAR 13.106-2(b)(3), with no opportunity to cure deficiencies after submission. All costs must be itemized on an SF 1449 and include taxes and fees; failure to provide a total price will result in disqualification. The contractor must use WAWF for electronic invoicing and receiving reports, and must adhere to all applicable federal, state, and military safety, health, and procurement regulations, including OSHA, USDA, FDA, Buy American, and trafficking in persons prohibitions.
