All services are performed on-site at the Olmsted facility, with inspection and acceptance conducted by the government, and contractors are responsible for documenting all findings, defects, and test results using approved OSHA-71/72 formats and photographic evidence. Contractors must comply with extensive security and personnel vetting requirements, including unescorted access approval through NCIC-III and Terrorist Screening Database checks, mandatory submission of the US Citizens Security Access Form, annual background rechecks, and E-Verify employment eligibility verification. Foreign nationals require additional clearance from the USACE Foreign Disclosure Officer and must provide proof of legal U.S. presence. Personnel must complete antiterrorism training, safeguard classified defense information under DFARS 252.204-7012, and comply with NIST SP 800-171 cybersecurity standards. Electronic invoicing through the System for Award Management is required, and contractors must provide their Unique Entity Identifier and CAGE code. The contract incorporates numerous FAR and DFARS clauses addressing prohibitions on procurement from sanctioned entities, whistleblower protections, labor standards, paid sick leave, anti-trafficking, equal opportunity, and tax withholdings, with deviated versions effective as of 2026. All proposals must be submitted electronically via the PIEE portal by May 15, 2026, and failure to include required attachments—Scope of Work, Price Breakout Schedule, Representations and Certifications, PIEE Directions, and Special Instructions—will result in rejection.
