On-Call Geotechnical Engineering Services

The City of Modesto Utilities Department is seeking Statements of Qualifications to establish an on-call list of up to three geotechnical engineering firms to support various Capital Improvement Program projects and public infrastructure. The selected consultants will provide as-needed services including subsurface investigations, soil and material laboratory testing, seismic analysis, slope stabilization, and design recommendations for site preparation and excavation. These services must be performed under the responsible charge of California-licensed professional engineers. The agreement is structured for an initial three-year term with two optional one-year extensions, with an estimated annual value of 100,000 dollars per consultant and a maximum not-to-exceed limit of 300,000 dollars per agreement. Work will be authorized through individual task orders and billed either on a time and materials basis using established hourly rates or as a lump sum fixed fee. Selection is based on qualifications, with a heavy emphasis on experience and the firm's approach to responsive service, while priority may be given to local firms. Consultants must meet stringent insurance requirements, including professional liability coverage of 2,000,000 dollars and commercial general liability of 1,000,000 dollars. Additionally, firms must comply with California prevailing wage laws, maintain a City of Modesto business license, and adhere to strict financial interest and ethics disclosures, including the Levine Act.
