On-Call Pole Loading and Structural Engineering Services

Alameda Municipal Power is soliciting proposals to establish a pool of qualified engineering firms for on-call pole loading and structural engineering services to support its electric distribution system. The scope of work includes pole loading and structural calculations, field investigations, engineering recommendations, and joint-use support, specifically for capital projects, maintenance, and equipment modifications. All services must be performed using O-Calc Pro as the standard analysis platform and must comply with California Public Utilities Commission General Order 95, as well as other applicable codes such as ANSI O5.I and Cal/OSHA requirements. Engineering work requiring professional judgment must be performed under a licensed California Professional Engineer and signed and sealed when required. The agency intends to establish up to three five-year agreements with a not-to-exceed budget per task structure. Work will be authorized on an as-needed basis, with expedited assignments requiring completion within five business days. Compensation is based on established unit prices, hourly rates, or task-specific caps, with progress payments made based on the percentage of project completion. Proposals are due by October 28, 2026, and will be evaluated based on demonstrated competence and professional qualifications, with a 5 percent preference given to local businesses within the City of Alameda. Required submittals include a minimum qualifications questionnaire, a non-collusion declaration, and a detailed proposal organized into eight specific chapters.
