On-Call Professional Services: Geotechnical, Materials Testing & Special Inspections, and Surveying RFQ

The Town of Wendell is seeking qualified firms to provide on-call engineering services in Geotechnical, Materials Testing & Special Inspections, and Surveying through a Master Service Agreement (MSA) to support growing Capital Improvement Projects, public-private development, and construction demands. This solicitation, identified as RFQ 677-TM26-08, is issued under North Carolina’s Mini-Brooks Act (NCGS 143-64.31), which prohibits price from being a factor in contractor selection; instead, award decisions are based solely on technical qualifications evaluated through a weighted scoring system. The evaluation prioritizes Assigned Project Team Experience & Qualifications (35%), Example Projects with References from the last five years (35%), and Overall Firm Qualifications and Experience (30%), with all scoring conducted by a Town staff selection committee using a four-point scale ranging from Exceeds Expectation to Does Not Meet Expectation. Proposals must be submitted electronically via the NC eVP website no later than July 1, 2026, at 2:00 PM EST, in a single PDF format, not exceeding 30 pages excluding the mandatory Professional Master Services Application form, resumes, certificates of insurance, covers, and tabs.
