One (1) Triaxle Cab Chassis with Snow Equipment

The Municipality of Chatham-Kent is soliciting proposals under RFP R26-277 for the procurement of one triaxle cab and chassis equipped with snow equipment, including a salter, dump, and plow with wing controls. The submission process follows a two-envelope system requiring separate PDF files for the technical proposal and the price schedule. Proposals must be submitted via the designated bidding system by October 16, 2026, at 10:00 am. The municipality will evaluate bids based on qualifications, bonding, quality programs, delivery, and price, noting that the lowest price may not necessarily be accepted. Technical requirements are extensive, including a mandatory preliminary vehicle layout drawing and compliance with CMVSS and M.T.O. standards. Specific safety mandates include Transport Canada-approved orange seatbelts, 3M retro-reflective tape on the spreader body and wings, and specific orange and fluorescent whip markers. The supplier must provide corrosion protection insulators and ensure all wiring is color-coded and numbered. The municipality reserves the right to inspect the equipment at the vendor's premises during any stage of manufacturing and will conduct a final inspection upon delivery, which must include an independent weight certification to ensure compliance with Ontario law. Contractual terms include a 30-day payment period following receipt of the vehicle. Delivery is critical, and liquidated damages of 1,000 CAD per calendar day will be assessed for any unit not delivered by October 2027, specifically for delays occurring between November 1, 2027, and March 31, 2028. Successful respondents must provide a WSIB certificate of good standing and maintain comprehensive general liability, automobile, and professional liability insurance naming the municipality as an additional insured. The agreement is governed by the laws of Ontario and Canada.
