BID SPECIFICATIONOne-Time Final Cleaning Services – Clanton Satellite OfficeI. PURPOSEThe purpose of this solicitation is to obtain competitive bids from qualified suppliers to provide a one-time final cleaning of the Alabama Board of Nursing satellite office in Clanton, Alabama. The Alabama Board of Nursing is vacating the building and requires a thorough final cleaning of the facility after move-out.The facility includes a lobby, ten (10) offices, one (1) conference room, one (1) reception office/area, two (2) bathrooms, and one (1) kitchen/breakroom. The successful supplier shall clean the facility and leave it in a clean, sanitary, and professional condition suitable for final turnover.The supplier shall provide all labor, supervision, cleaning supplies, equipment, tools, transportation, insurance, and other incidental services necessary to complete the project safely and professionally.II. PROJECT LOCATIONAlabama Board of Nursing – Clanton Satellite Office206 Medical Center DriveClanton, AL 35045III. MANDATORY SITE VISITA mandatory site visit is required for all suppliers wishing to submit a bid. Suppliers are responsible for inspecting the facility, including the offices, reception area, lobby, conference room, bathrooms, kitchen/breakroom, floors, windows, site access, and any other conditions that may affect performance or pricing of the work. SCOPE OF SERVICESThe successful supplier shall provide all services necessary to complete the one-time final cleaning, including but not limited to:• Dusting and wiping down accessible surfaces, ledges, window sills, doors, door frames, and other areas where dust has accumulated.• Sweeping and mopping all hard-surface floors and leaving floors clean and free of dirt, dust, residue, and debris.• Vacuuming all carpeted areas, including the lobby, offices, reception area, conference room, and other carpeted spaces.• Thoroughly cleaning and sanitizing two (2) bathrooms, including toilets, sinks, countertops, mirrors, fixtures, partitions, and floors.• Thoroughly cleaning the kitchen/breakroom, including the sink, countertops, cabinet exteriors, appliance exteriors and interiors, and floors.• Cleaning the lobby, eight (8) offices, one (1) conference room, and one (1) reception office/area, including removal of dust, dirt, cobwebs, and debris.• Cleaning interior windows and accessible glass surfaces, including window sills and ledges, so they are free of fingerprints, smudges, dust, and visible residue.• Emptying waste receptacles and removing all trash and cleaning-related debris generated while performing the work. The supplier shall provide all labor, supervision, cleaning products, supplies, vacuums, mops, ladders, tools, equipment, and other materials necessary to complete the cleaning.V. SUPPLIER RESPONSIBILITIES1. Provide adequately trained, experienced, and qualified personnel to perform the cleaning services.2. Provide all cleaning supplies, tools, equipment, ladders, vacuums, mops, safety equipment, and materials necessary to safely complete the project.3. Comply with all applicable federal, state, and local laws, regulations, ordinances, and safety requirements.4. Maintain appropriate commercial liability insurance and any other insurance required by applicable law or the Alabama Board of Nursing for the duration of the project.5. Immediately report any damage to the building, floors, walls, doors, windows, fixtures, appliances, grounds, or other property to the designated Board representative.6. Be responsible for the actions and performance of all employees, agents, and subcontractors performing services under this solicitation.7. Maintain a safe work environment and take reasonable precautions to protect Alabama Board of Nursing property and the facility while cleaning services are being performed.8. Remove and properly discard all trash and debris generated by the cleaning project. No cleaning-related waste shall be left at the site.VI. INSURANCE REQUIREMENTSThe successful supplier must maintain appropriate commercial liability insurance and any other insurance required by applicable law or the Alabama Board of Nursing. Proof of liability insurance shall be submitted with the bid. Insurance coverage shall remain in effect for the duration of the project.Failure to provide required proof of insurance with the bid may result in the bid being deemed non-responsive.VII. BID SUBMISSION REQUIREMENTSAll bids and required supporting documentation must be submitted electronically through the Alabama Buys Portal.Suppliers are responsible for ensuring that all required documents are uploaded and successfully submitted before the bid closing deadline.Bids submitted by email, mail, hand delivery, fax, or any method other than the Alabama Buys Portal will not be accepted.VIII. BID OPENING AND CLOSINGThe bid will open Tuesday, October 6, 2026.The bid will close at 5:00 PM CST on Wednesday, October 21, 2026.All bids and required supporting documentation must be submitted through the Alabama Buys Portal prior to the closing deadline. Late bids will not be accepted.IX. BID PRICEThe supplier shall submit one lump-sum price for the complete one-time final cleaning project. The lump-sum price shall include all labor, supervision, cleaning supplies, materials, tools, equipment, transportation, insurance, and all other costs necessary to complete the services described in this solicitation.DescriptionCostOne-Time Final Cleaning Services – One Lump Sum$________________ No additional charges will be accepted unless specifically identified in the supplier's submitted bid and subsequently authorized in writing by the Alabama Board of Nursing.X. DAMAGE AND SITE PROTECTIONThe successful supplier shall be responsible for damage to the building, floors, walls, doors, windows, fixtures, appliances, grounds, or other property caused by the supplier or its employees, agents, or subcontractors while performing the work. Any damage shall be reported immediately to the designated Board representative.The supplier shall use cleaning products, methods, and equipment appropriate for the surfaces being cleaned and shall take reasonable precautions to prevent damage to the facility.XI. SCHEDULINGThe one-time final cleaning shall take place between November 23 and November 27, 2026. The successful supplier shall coordinate the exact cleaning date, arrival time, and building access with the Alabama Board of Nursing’s Director of Administrative Services prior to performing the work. The facility shall be left clean and ready for final turnover upon completion.XII. SUBCONTRACTORSThe supplier shall identify any subcontractors that will be used to perform any portion of the cleaning services. The supplier shall remain fully responsible for the performance, acts, omissions, and conduct of all subcontractors.XIII. MANDATORY SITE VISIT ACKNOWLEDGMENTSuppliers will be required to sign in at the mandatory site visit. The Alabama Board of Nursing will maintain the site visit sign-in sheet as documentation of supplier attendance. Failure to attend may result in the bid being deemed non-responsive.XIV. AWARDThe Alabama Board of Nursing intends to award the project to the lowest responsive and responsible bidder, subject to applicable State of Alabama procurement laws, regulations, policies, and requirements.The Board reserves the right to reject any or all bids, to waive minor irregularities when permitted, and to make an award that is in the best interest of the State of Alabama.XV.
