By utilizing at least one of these methods to determine price fair and reasonableness, it is anticipated that the cost to the Government will be fair and reasonable. 6. Any other facts supporting the justification: A Sources Sought Notice was published through FEDBIZOPPS (FBO) requesting potential vendors to submit their capabilities statement in response to the notice. One response was received from West Publishing Legal Education Online. Additionally, market research was conducted by the program office against GSA schedules, FEDLINK, as well as a general internet search by key word for firms who could potentially provide legal online courses, certification by state, and provide the material needed for the training. No other company was found who could provide similar services at the level that the program office required such as they could not provide or apply CLE credits by state. West Legal Education Online was the only vendor that could provide these services at that level. It was found that West Legal Education Online was the standard service used to disseminate material and provide legal education to the legal community by state. 7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made: A Sources Sought Notice was published on FBO, a search of vendors was accomplished against the GSA schedules and FEDLINK contract holders as well as a general internet search for potential vendors who may have been able to provide these services was accomplished prior to making the requirement an exception to fair opportunity.
