Operations Security (OPSEC) and Force Protection Program Support Request for Information

The U.S. Army Special Operations Command is seeking a Service-Disabled Veteran-Owned Small Business to provide comprehensive Operations Security and Force Protection Program Support under a recompete contract action, with the primary performance location at Aberdeen Proving Ground, Maryland. The contractor must serve as the subject matter expert for OPSEC and Force Protection, supporting USASOC and subordinate units across CONUS and OCONUS locations by interpreting and implementing policies from DoD, USSOCOM, HQDA, and USASOC, conducting triennial OPSEC assessments, delivering pre-deployment and annual training, and assisting with Anti-Terrorism, Physical Security, Mission Assurance, Insider Threat, and Emergency Management programs. All personnel must hold and maintain a valid TS/SCI security clearance, and the contractor must possess and sustain a Top Secret Facility Clearance throughout the contract term. Compliance with stringent security requirements is mandatory, including adherence to DFARS 252.204-7012 for safeguarding Controlled Unclassified Information per NIST SP 800-171, and FAR 52.204-9 and 52.204-2 for personal identity verification and information security. Personnel are required to complete OPSEC Level I training within 30 days of onboarding and annual Threat Awareness and DoD Information Assurance training, with IT staff meeting DoD 8570.01-M and DoDD 8140.01 qualifications within 180 days. The contractor must manage all Government property in accordance with FAR 52.245-1 and DFARS 252.245-7003 and 252.245-7005, maintain a Quality Control program approved by the Contracting Officer Representative, and submit monthly and quarterly progress reports, trip reports, and an initial QC plan within 10 days of award. Invoicing must be processed through the Wide Area WorkFlow system on a monthly basis, and travel reimbursements require submittal within five business days after completion. Labor hour reporting for the Special Operations Mission Training Center must be provided annually via SAM.gov by October 31, aligned with the Government fiscal year. The acquisition is strictly limited to SBA-certified SDVOSBs registered in SAM, and offerors must submit a capabilities statement and maintain a Secret clearance at the time of response.
