The F-35 Joint Program Office is seeking support for a one-day comparison test between the current Generation III Liquid Crystal Display Helmet Mounted Display (HMD) and a new Organic Light Emitting Diode (OLED) HMD. This test, to be conducted at Naval Air Station Patuxent River, Maryland, aims to allow F-35 Partners and Service Desk Leads to evaluate the potential advantages of the OLED Helmet Display Unit within the exportable Helmet Mounted Display System. The requirement will be awarded on a sole source basis to Lockheed Martin Aeronautics Company, located in Fort Worth, Texas, due to their unique qualifications as the sole designer and manufacturer of the F-35 aircraft and associated systems, holding proprietary technical knowledge and capabilities critical for this effort. Though the acquisition is sole-sourced under authority permitting sole source contracts when only one responsible source can meet the needs, the Government will consider any capability statements, proposals, or quotations received within thirty days of the notice posting. This solicitation does not commit the Government to any contract award or reimburse parties for proposal preparation costs. Lockheed Martin is identified as the only qualified source capable of meeting the technical and timing requirements. Subcontracting opportunities may be available and interested parties are encouraged to coordinate through Lockheed Martin’s designated contact. The data concerning the F-35 Program is export-controlled, restricting access for foreign entities. The overall effort supports advancing helmet display technology for the F-35 program to enhance operational capabilities for participating services.
