Oro de Amador Remedial Action Plan

The City of Jackson is implementing a Remedial Action Plan (RAP) to address soil contamination by arsenic and other metals at the 160-acre Oro de Amador property in Amador County, California. Historically used for mine tailings storage and cyanide processing, the site will undergo remediation involving the onsite consolidation of contaminated waste, the installation of a soil cap, and the offsite disposal of materials exceeding hazardous waste criteria. The project aims to revitalize the property for controlled public reuse as a regional sports facility and open space, governed by a land use covenant and specific land use restrictions. The project is conducted under the oversight of the Department of Toxic Substances Control (DTSC) and complies with the California Environmental Quality Act (CEQA), having received a Mitigated Negative Declaration. Key operational requirements include stringent Construction Quality Assurance, specifically regarding the use of field XRF verification data, and a long-term Operation and Maintenance Plan for surface cover and groundwater monitoring. The estimated net present value for 30-year operation and maintenance costs is 372,851 dollars, with labor and equipment rates adhering to the California Department of Industrial Relations 2023 General Prevailing Wage Determination. Final project success will be documented in a post-remediation report titled RACR.
