Oro de Amador Remedial Action Plan

The City of Jackson is pursuing remediation of the Oro de Amador property, a 160-acre site historically used for storing mine tailings from the Kennedy Mine and processing waste from an onsite cyanide plant, which has resulted in soil contamination with arsenic and other metals. The project centers on the development and evaluation of a Remedial Action Plan (RAP) to identify and select viable cleanup alternatives under state and federal environmental standards. All proposed remedies must satisfy two mandatory threshold criteria—overall protection of human health and the environment and compliance with Applicable or Relevant and Appropriate Requirements (ARARs)—before advancing to further evaluation. Selected alternatives will then be assessed across five primary balancing criteria: long-term effectiveness, reduction of toxicity or mobility, short-term effectiveness, implementability, and cost, with no assigned weights, requiring a qualitative trade-off analysis. Two modifying criteria, state and community acceptance, will be considered to refine the final selection. The work involves comprehensive environmental sampling, laboratory analysis under NELAP/CA ELAP accreditation, and strict chain-of-custody protocols for all samples, which must be packaged with ice packs and Styrofoam coolers to maintain stability, labeled with unique IDs and sampling data, and tracked via documented custody records. Activities are governed by Cal/OSHA regulations, including HAZWOPER training, medical surveillance, and the use of personal protective equipment, with a required Health and Safety Plan overseen by a Certified Industrial Hygienist and administered by a designated Project Site Operator. Field operations are conducted at the site in Jackson, California, with verification sampling and compliance monitoring performed by an independent third-party construction quality assurance contractor. Deliverables include technical reports, risk assessments, statistical data, cost estimates, photographs, and administrative records, all organized into a structured document package. While no formal contract value, pricing structure, or federal funding identifiers are provided, billing is directed to GEOCON Environmental Consultants, and the work was actively performed between May and June 2023. The project operates under state and local authority, with no federal contracting mechanisms, solicitation numbers, or standard FAR clauses identified, relying instead on state regulatory frameworks, DTSC guidelines, and procedural requirements from HSC Section 25323.1 for proposal structure and submission.
