ORR Process and Technology Modernization (OPTM) Platform and Home Studies/Post-Release Services (HS/PRS) Application Enhancement and Support

The U.S. Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), Division of Technology (DoT), intends to solicit and negotiate on a sole-source basis with: Coforma LLC,1200 18th Street NW, Suite 700, Washington, DC 20036-2531; for the continued operation, maintenance, enhancement, and Tier 3 end-user support of the ORR Process and Technology Modernization (OPTM) Platform and Home Studies/Post-Release Services (HS/PRS) applications, including associated shared OPTM platform infrastructure supporting the ORRbit application ecosystem.

This notice is being publicized in accordance with RFO FAR 5.101, Presolicitation Notice. The Government intends to award the proposed bridge contract to Coforma LLC pursuant to RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, subject to approval of the required justification for other than full and open competition.

The contemplated sole-source action is limited to the interim bridge requirement and is intended to maintain continuity of existing production services while the Government completes a competitive follow-on acquisition.

Procurement History

This is not a new requirement. The OPTM requirement has been performed by Coforma LLC since September 2023 under awards through the Small Business Administration's (SBA) 8(a) Business Development Program.

Coforma performed under Contract No. 75ACF123P00017 from September 30, 2023, through September 29, 2024; Contract No. 75ACF124P00015 from September 30, 2024, through September 29, 2025; and currently performs under Contract No. 75P00125C00022, which expires September 29, 2026.

These awards were made pursuant to Section 8(a) of the Small Business Act, 15 U.S.C. § 637(a).

Description of Requirement

The proposed bridge contract will provide continued support for the ORR OPTM Platform and HS/PRS applications.

The HS/PRS applications are production systems used by ORR personnel and Provider grantees to support time-sensitive case-management activities for unaccompanied alien children. The OPTM platform also provides shared services and infrastructure used by multiple integrated product teams across the ORRbit ecosystem.

The requirement includes continued:

• Operation, maintenance, and enhancement of the HS/PRS applications;
• Tier 3 end-user support;
• Operation, maintenance, and enhancement of shared OPTM platform infrastructure;
• Support for APIs, microservices, and system integrations;
• Monitoring, logging, alerting, incident response, and vulnerability remediation;
• Data collection, analysis, and reporting; and
• Delivery of prioritized application and platform enhancements.

The bridge contract is intended to maintain continuity of these production services while the Government completes the competitive follow-on acquisition and transitions performance to the successor contractor.

The draft Performance Work Statement (PWS) is attached to this notice and describes the Government's complete requirements. Interested parties are responsible for reviewing the PWS in its entirety.

Basis for Intended Sole-Source Award

The Government intends to award the interim bridge requirement to Coforma LLC, the incumbent contractor, pursuant to RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Coforma currently operates and supports the production HS/PRS applications and shared OPTM platform infrastructure and possesses the personnel, system access, credentials, and technical and operational knowledge necessary to continue performance without interruption.

Award to another source for the limited bridge period would require transition of the existing production environment, including personnel onboarding and credentialing, system and repository access, and transfer of technical and operational knowledge. The Government would then be required to conduct a second transition to the contractor selected through the planned competitive follow-on acquisition. These successive transitions would result in substantial duplication of transition costs and effort and unacceptable delay while increasing the risk of disruption to ongoing production operations.

Accordingly, the Government intends to award the bridge requirement to Coforma LLC to maintain continuity while the competitive follow-on acquisition is completed. This determination is limited to the interim bridge requirement and does not reflect a determination that other sources are incapable of performing the long-term OPTM requirement.

Planned Competitive Follow-On Acquisition

The Government intends to conduct a competitive follow-on acquisition for the long-term OPTM requirement. The contemplated sole-source action is limited to the interim bridge period necessary to maintain continuity of existing production services while the Government completes the competitive acquisition and transitions performance to the successful offeror.

During the bridge period, the Government intends to continue acquisition planning and appropriate industry engagement in support of the competitive follow-on. Information concerning the follow-on acquisition will be publicized separately in accordance with applicable RFO FAR requirements. Interested parties are encouraged to monitor SAM.gov for future notices and solicitation information concerning the long-term OPTM requirement.

The contemplated bridge award to Coforma LLC does not provide Coforma any preference or entitlement with respect to the planned competitive follow-on acquisition.

Responses to This Notice

This Notice of Intent is not a request for competitive proposals or quotations and does not constitute a solicitation.

However, all responsible sources may submit a capability statement or other written response demonstrating their ability to satisfy the Government's requirement. Timely responses will be considered by the Government in determining whether another responsible source can satisfy the requirement and whether a competitive procurement is appropriate.

Interested parties shall review the attached PWS and provide specific and verifiable information demonstrating their ability to perform the full scope of the requirement and achieve operational readiness by September 30, 2026, without disruption to ongoing production operations.

Capability Statement Requirements

Capability statements shall address, at a minimum:

1. Corporate Information: Provide the respondent's legal business name, UEI, CAGE Code, business size and socioeconomic status, and primary point-of-contact information.

2. Relevant Experience and Technical Capability: Provide specific examples of recent experience performing comparable Federal IT services involving production application and platform operations and maintenance, Agile development, Federal cloud environments, APIs and microservices, DevSecOps/CI/CD, Tier 3 end-user support, system integrations, and applicable Federal information-security requirements.

3. Staffing and Resources: Describe the respondent's ability to provide sufficient qualified personnel and identify any subcontractors, teaming partners, or other resources necessary to perform the full requirement.

4. Transition and Operational Readiness: Provide a specific approach and schedule for assuming responsibility for the existing production environment and achieving operational readiness by September 30, 2026, without disruption to ongoing operations. The response should address, as applicable, personnel onboarding and credentialing, PIV requirements, Government-furnished equipment, system and repository access, technical and operational knowledge transfer, continuity of production services, and significant Government dependencies.

5. Transition Risks and Requirements: Identify significant transition risks, lead times, resources, or Government actions necessary to achieve full operational readiness by the required start date and explain how the respondent would mitigate those risks.

Responses must contain sufficient detail to permit the Government to determine whether the respondent possesses the experience, technical capability, staffing, resources, and immediate operational readiness necessary to perform the complete requirement within the required timeframe.

General statements of capability, unsupported assertions of compliance, or marketing materials that do not specifically address the requirements of this notice and the attached PWS may be considered insufficient to demonstrate capability.

Response Format and Page Limitation

Capability statements shall not exceed five (5) single-spaced pages, excluding the cover page.

Responses shall be submitted on 8.5 x 11-inch pages using a minimum 11-point font and margins of at least one inch.

The five-page response shall contain all substantive information necessary to address the capability requirements identified in this notice, including any proposed transition schedule. Additional attachments, brochures, marketing materials, resumes, or other supplemental information should not be submitted unless specifically requested by the Government.

Information submitted beyond the stated page limitation may not be reviewed or considered by the Government.

Treatment and Use of Information

Respondents should not submit classified information. Respondents shall clearly identify and appropriately mark any proprietary or confidential business information included in their responses and are encouraged to provide non-proprietary information to the maximum extent practicable.

The Government may use non-proprietary information submitted in response to this notice for acquisition planning and to inform the development of any subsequent acquisition strategy or solicitation, consistent with applicable law and regulation.

Notice and Response Disclaimers

A determination by the Government not to compete the proposed contract action based upon responses to this notice is within the discretion of the Government. Information received will be considered for the purpose of determining whether another responsible source can satisfy the Government's requirements and whether to conduct a competitive procurement.

This notice does not obligate the Government to issue a solicitation, award a contract, or otherwise pay or reimburse respondents for any costs incurred in preparing or submitting information in response to this notice.

The Government is under no obligation to acknowledge receipt of responses, provide feedback to respondents, conduct discussions, or otherwise communicate with respondents regarding information submitted in response to this notice.

A response to this Notice of Intent does not constitute a proposal or quotation in response to any future solicitation. If the Government subsequently issues a competitive solicitation for the long-term requirement, interested parties will be responsible for responding separately to that solicitation.

Any subsequent solicitation will be publicized in accordance with applicable RFO FAR requirements.
