The Federal Bureau of Investigation and the General Services Administration are consolidating two separate large business contracts for the Occupational Health and Environmental Programs Unit into a single GSA task order. This new requirement combines Safety and Environmental Program Support with Industrial Hygiene Program Support. The resulting contract will be awarded as a Firm-Fixed Price total small business set-aside under NAICS code 541611. The contract structure consists of a 12-month base period followed by four 12-month option periods. While the consolidation does not meet specific cost savings thresholds, the agency determined that the move maximizes small business participation and reduces repetitive administrative burdens. This strategic shift is intended to redirect time and funding toward critical mission outcomes in alignment with federal guidelines.

** THIS IS NOT A REQUEST FOR QUOTE ** The Federal Bureau of Investigation, along with the General Services Administration, analyzed the benefits of consolidating two non-personal services contracts for the Occupational Health and Environmental Programs Unit (OSEPU). The upcoming requirement for Safety & Environmental Program Support and Industrial Hygiene Program Support, previously filled under two separate large business contracts, will be consolidated and awarded as a Firm-Fixed Price small buisness set-aside under one GSA task order. The performance period for the upcoming contract will be a 12-month base with four 12-month option periods. Though this consolidation does not meet the 10% cost savings threshold for substantial benefits outlined in FAR 7.107-2(d)(1) and applicable contracts below $94 million, the cost savings and other benefits that will be realized as a result of this consolidated contract will maximize small business participation per FAR 7.107-2(e)(1)(ii). Further, it will shifttime, effort, and funding currently spent performing repetitive administrative tasks toward accomplishing mission outcomes in accordance with OMB Memorandum M-19-13, dated 20 March 2019.
