This is a Request for Information (RFI) / Sources Sought notice issued solely for market research and planning purposes. This is NOT a Request for Proposal (RFP) or a Request for Quotation (RFQ), and it does not commit the Government to issue a solicitation or award a contract. The Delaware Army National Guard (DEARNG) is seeking to identify qualified commercial sources capable of providing specialized, hands-on troubleshooting and recovery training for the FMTV.


A1P2 and HEMTT platforms.


The purpose of this notice is to determine if there are vendors, other than the Original Equipment Manufacturer (OEM, Oshkosh Defense), possessing the necessary capabilities, certifications, and data rights to fulfill this requirement without voiding vehicle warranties or compromising personnel safety.


2.0 BACKGROUND & SCOPE
DEARNG requires on-site, specialized commercial training and software support to ensure maintenance personnel can safely execute tactical vehicle recovery and fleet repairs. Training must be conducted at DEARNG maintenance facilities in New Castle, Delaware.


The period of performance will consist of an 8-day curriculum broken down as follows:


  • Five (5) Days: FMTV A1P2  Electrical and Hydraulic Troubleshooting.

  • Three (3) Days: HEMTT Heavy Wrecker Recovery Training.


3.0 REQUIREMENTS & CONSTRAINTS
If a solicitation is issued, the Contractor shall be required to meet the following parameters:


  • Contractor Responsibilities: The Contractor shall provide all qualified instructional personnel, training materials, and necessary software support to conduct both training iterations.

  • Government Furnished Property: The Government will provide the classrooms, the physical tactical vehicles (FMTV A1P2 and HEMTT), and the physical location to conduct the training in a safe environment.

  • Proprietary Data Constraint: The Government does not possess proprietary data rights to the OEM schematics for these vehicles. The specific maintenance and recovery procedures cannot be independently modified or reverse-engineered by the Government.

  • Warranty & Safety: All provided training must strictly adhere to OEM safety standards to foster acceptable personnel safety during heavy recovery operations. The training must not void any existing OEM warranties on the DEARNG vehicle fleet.


4.0 REQUESTED INFORMATION (CAPABILITY STATEMENT)
Interested parties who believe they possess the technical capability and legal rights to perform this work are invited to submit a Capability Statement. Responses should include:


  1. Company Profile: Company name, address, Point of Contact (POC), CAGE Code, Unique Entity ID (UEI), and business size standard/socio-economic status under the applicable NAICS code.

  2. Technical Capability: A brief narrative demonstrating the vendor’s ability to provide the required 8-day FMTV and HEMTT curriculum.

  3. Data Rights & Schematics Solution: A clear explanation of how the vendor will provide accurate, OEM-compliant training materials and software support given that the Government cannot provide the proprietary OEM schematics. Vendors must state whether they are an authorized OEM training provider or otherwise hold the legal data rights to use the necessary diagnostic software and schematics.

  4. Warranty Preservation: Confirmation that the vendor's training methodology and procedures will maintain existing vehicle warranties and comply with all safety hazard protocols for heavy recovery operations.

  5. Past Performance: Brief examples of similar training provided to DoD or military organizations within the last three years.
