The National Forests in Mississippi is soliciting a contract for the removal of an existing outdoor standalone cooler and the installation of a new refrigerated storage unit at the Homochitto Ranger District Work Center in Meadville, Mississippi. The new unit must be designed specifically for long-term tree seedling storage, maintaining a strict temperature range of 33 to 34 degrees Fahrenheit. To achieve this, the system requires multiple evaporators with a hot gas bypass defrost mechanism to ensure continuous temperature stability, as standard coolers with long defrost cycles are insufficient for this purpose. The technical specifications require an airtight structure with a minimum R25 insulation value, featuring aluminum interior and exterior finishes and locking foam-core panels. The cooler must fit a concrete slab with dimensions between 19 feet 3 inches and 20 feet in length and width, and a minimum height of 8 feet. Key installations include a secure door with a deadbolt and safety release, external temperature monitoring, and interior LED lighting. The contractor is responsible for the disposal of the old unit and must provide comprehensive installation manuals and warranties covering the panels, mechanical components, electrical systems, and refrigeration unit.

Specifications for Outdoor Standalone Cooler for the Storage of Tree Seedlings Background Information: For long-term storage of tree seedlings, we require refrigerated storage unit that can maintain the trees at temperatures of 33 to 34 - F. The basic design of these coolers is fairly straightforward. The system has several evaporators with a hot gas bypass defrost. The evaporators are on different defrost cycles. When one evaporator is defrosting, its fan is off, and the hot gas melts the ice off the coils quickly. Meanwhile, another evaporator is operating, maintaining the temperature of the cooler. Ordinary coolers are not acceptable for long-term storage of tree stock because of the long defrost cycles. Specifications: 1. Remove existing 19 foot 3 inch x 19 foot 3 inch outdoor standalone cooler including the refrigeration unit and dispose of off of Forest Service property. 2. Insulation values for cooler should be a minimum of R25 and the cooler shall be airtight. 3. Panels shall consist of interior and exterior metal skins with foam between panels. The foam and skin shall have superior adhesion to each other. Panel edges should have a locking mechanism with a flexible gasket material on the interior and exterior edges of the panel. 4. Joined panels shall form rigid joints. 5. Exterior finish shall be an aluminum product. 6. Interior finish shall be an aluminum product. 7. Seedling Cooler Dimensions a. Length is a minimum of 19 feet 3 inches with a maximum of 20 feet (length of existing concrete slab). b. Width is a minimum of 19 feet 3 inches with a maximum of 20 feet (length of existing concrete slab). c. Height is a minimum of 8 feet. 8. Floor type is the bare concrete foundation. 9. One door shall be installed with a minimum of 78" high and 60" wide. A minimum of 3 hinges shall support the door. A deadbolt security handle latch with sliding deadbolt and inside safety release or equivalent shall be installed. Gaskets shall be replaceable and resistant to damage from oil, water, and detergent. 10. Minimum of two 48" long LED light shall be installed inside of cooler with a switch mounted on outside of the door to the cooler. A weatherproof cover shall protect the switch. 11. A temperature gauge shall be located on the outside of the cooler, so the temperature can be monitored without opening the door. 12. Installation and operating manuals shall be provided upon delivery of the cooler. 13. A warranty shall be given on the panels (including sides, roof, and floor), mechanical (including hardware, and gaskets, etc.), electrical components, and refrigeration system.
