1. Introduction/Background NESDIS is the agency responsible for the operation of the NOAA geostationary and polar orbiting meteorological satellites. The Office of Satellite and Product Operations (OSPO) provides a wide array of operational products and operates various computer and communications systems on a 24-hour, seven days a week schedule. OSPO has need to make spacecraft mission telemetry, events, trends and files available for remote access to authenticated, pre-authorized users while preserving the self-contained environment and high security posture of each spacecraft mission by transferring data across the mission boundary via a secure, one-way transfer link. The one-way transfer is accomplished by two servers, one on the Operations (OPS) LAN (BLUE OWL) and one on the NOAA Administrative LAN (RED OWL), with a one-way fiber-optic link connection from the BLUE to RED server. The one-way link (OWL) prevents any traffic from the outside world onto the OPS LANs. The one-way link is implemented on the following mission systems/boundaries: Geostationary Operational Environmental Satellite (GOES) [NOAA5003], Polar-orbiting Operational Environmental Satellites (POES) [NOAA5026], Jason [NOAA5046], and Defense Meteorological Satellite Program (DMSP) [Air Force]. 2. Scope of Work This procurement is for software and hardware maintenance support for separate BLUE and RED OWLs for GOES, POES, Jason, and DMSP. See separately attached Bill of Materials (BOM) for full descriptions, specifications, part numbers, and quantities. This system was developed by Owl Computing Technologies, Inc. and is a proprietary system. The OWLs provide a way to sync and transfer data from the OPS string to remote users. All four missions greatly depend on the functionality of the OWLS hardware for offline troubleshooting of satellite and ground system anomalies. Without a fast and secure way to transfer data offline for analysis, the health and safely of the S/C and ground system components is at risk. 3. Security Requirements, if any - Products and services for exchange, refurbishing, or recycling of hardware must comply with NOAA IT Security Manual (ITSM) media sanitization requirements (MP-6) and NIST SP 800-88 Revision 1. - Pre-configured hardware must comply with FAR 39.101(c) regulations for adherence to the NIST SP 800-70 Rev. 3 common security configuration checklist program (https://nvd.nist.gov/ncp/repository). - New hardware must comply with FAR 4.1302 and be capable of being configured to utilize approved, per FAR 4.1302(b) PIV-compliant (https://www.idmanagement.gov/approved-products-list/) smart card authentication components. - In addition, new hardware shall be capable of implementing Internet Protocol Version 6 (IPv6) requirements as required by FAR part 11.002(g). Specifically, unless the agency Chief Information Officer waives the requirement for technology using Internet Protocol, the product must comply with applicable technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267 & NIST SP 800-116) and the corresponding declarations of conformance defined in the USGv6 Test Program. To meet this requirement, vendors and suppliers of IP protocol technology must document their product's support of the requested capabilities through the USGv6 test program (https://www-x.antd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of Conformity. 7.
