Owner's Representative for City of Kennewick - City Hall, Aquatics Facility, Fire Station 6

The City of Kennewick has issued Request for Qualifications 26-017 to select a qualified firm or team to serve as the Owner's Representative for three major capital construction projects: a new City Hall, an Aquatics Facility at Keewaydin Park, and Fire Station No. 6. The selected representative will provide critical project management, legal guidance, and advocacy across all project phases, including planning, design, construction, and closeout. The anticipated term of the agreement is three years with a potential for renewal at the City's discretion, covering a project timeline of approximately two to three years. Key responsibilities include budget and schedule control, procurement support for traditional and alternative delivery methods such as Design-Build and GCCM, and managing applications and hearings for the Washington State Capital Projects Advisory Review Board. To be considered, firms must demonstrate experience with public sector capital projects and Washington State alternative public works contracting procedures. Firms lacking specific Design-Build or CPARB experience must partner with a qualified entity. Proposals must be submitted as a single PDF file of no more than 20 pages (excluding resumes) and under 25 MB by September 15, 2026, at 2:00 p.m. PST. Evaluation is based on the best interest of the City, and the top-ranked firm will be asked to provide a detailed cost proposal for contract negotiations.
