This acquisition is a task order for acquiring oXygen version 18.1 Author-Editor Software and Maintenance. The oXygen Author product is used as an editing tool that is integrated with Documentum (DCTM) in the Reference Document Management Service (RDMS). CSD uses oXygen Author licenses for the editors from Patent, Trademark, and several other related offices. The additional licenses are needed as more groups and new editors are being held responsible for editing the following manuals: Manual of Patent Examining Procedure (MPEP), Trademark Manual of Examining Procedure (TMEP), Trademark Federal Statutes and Rules (TFSR), Trial and Appeal Board Manual of Procedure (TBMP), and Cooperative Patent Classification (CPC). In evaluating this requirement, it has been determined that the specialized services required for this effort are presently only available from one brand. Oxygen is the only maker of oXygen Author and oXygen Author is the only tool that meets the requirements of the existing USPTO. The use of another vendor's product would require an entire overhaul of the USPTO Documentum and RDMS systems including redesign and redevelopment of the existing platforms at an estimated that cost that would exceed $1,000,000.00. Additionally, USPTO must currently maintain the existing systems. Continuing with oXygen Author will ensure minimal interruptions and provide seamless integration and performance. Any benefits that could be gained by changing to a different product would be negated by the cost of making the change, is not feasible, and would not be recoverable. NAICS Code 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, is applicable for this procurement. The size category threshold for a SMALL BUSINESS is 500 employees for this NAICS Code. The USPTO intends to negotiate and award a Firm Fixed Price contract with Virtual Technology Enterprise Group Inc., 800 Corporate Drive, Stafford, VA 22554 for a period of a 12-month base and four 12-month option periods. The estimated price of this procurement is $44,066.00 including options. The proposed contractor, Virtual Technology Enterprise Group Inc., is an authorized reseller. The anticipated award date is January 9, 2017. Based on its relevant experience, veteran-owned small business and HUBZone Certification, geographical proximity to the Alexandria, Virginia campus and ability to supply to product and services without delay or reinstatement fees, Virtual Technology Enterprise Group Inc. represents the best value for the government as well as the contractor most able to meet this requirement. If there are HUBZone, SMALL BUSINESS contractors capable of providing oXygen Author-Editor Software and Maintenance for a base plus four option years; waiving the reinstatement fee; providing license keys by January 10, 2017; and being geographically located within 1-hour of the Alexandria, Virginia U.S. Patent and Trademark Office please provide: 1) 2-page (maximum) capability statement 2) Quote for : a. 20 each oXygen XML Editor V18 Named User License Support & Maintenance Pack Renewal Current License Keys ------START-LICENSE-KEY------ Registration_Name=USPTO Company=USPTO Category=Enterprise Component=XML-Editor, XSLT-Debugger, Saxon-SA Version=17 Number_of_Licenses=20 Date=03-03-2016 Maintenance=277 SGN=MCwCFEVLOCsFyJ6RbNDt9mB3RF7vPXjpAhRVJzrGwKrBGRITPVPBjjcRPKy32Q\=\= -------END-LICENSE-KEY------- b. 40 each oXygen XML Author V18 Named User License Support & Maintenance Pack Renewal ------START-LICENSE-KEY------ Registration_Name=USPTO Company=USPTO Category=Enterprise Component=Author, Saxon-SA Version=17 Number_of_Licenses=40 Date=03-03-2016 Maintenance=277 SGN=MCwCFGNcmMchGbSNjM2FJw0oDHsPx650AhRHqY09+4R9NYLZuR1AjcJoeCl9JA\=\= -------END-LICENSE-KEY------- 3) Schedule of Services Base Year: 12/5/2016 thru 12/4/17 Option Year 1: 12/5/17 thru 12/4/18 Option Year 2: 12/5/18 thru 12/4/19 Option Year 3: 12/5/19 thru 12/4/20 Option Year 4: 12/5/20 thru 12/4/21
