AI Contract Overview
The contract requires the provision and ongoing support of two four-stall head trailers to support P226 at Marine Corps Air Station Cherry Point, North Carolina, with installation mandatory by 1300 on 29 June 2026 and a period of performance extending through 31 December 2028. The trailers must be fully functional upon delivery, equipped with climate control, handwashing sinks, and individual Men’s/Women’s labeling, and must interface with a 30-amp camper-style electrical plug. The contractor is responsible for all labor, materials, and equipment to install, maintain, and service the trailers throughout the contract term, including regular weekly cleaning and disinfection, replenishment of consumables such as soap, paper towels, and toilet paper, and servicing of freshwater and wastewater holding tanks to meet operational demand. The contractor must also respond promptly to maintenance and repair requests to ensure 100% operational capacity and perform a final site cleanup, removing all debris, old equipment, and waste off government property. Work must adhere to regular government hours of 0700 to 1600, Monday through Friday, excluding federal holidays, and the trailers are to be located near Building 3992 as indicated on the provided building map. The solicitation, numbered N4008526Q0004, was issued as a full and open competition under FAR Part 12, with no set-aside applied, and includes a complex structure of five contract line items covering the base period and four optional extension periods, though no pricing values are populated. Proposal submissions were due electronically by email prior to 28 May 2026, with evaluations weighted equally between price and non-price factors—past performance and technical capability—using a trade-off approach rather than lowest price technically acceptable. The contract includes clauses covering whistleblower rights, contractor ethics, combating human trafficking, service contract labor standards, Buy American requirements, electronic payment via SAM, security certifications, and prohibitions on certain foreign business activities. Contractor personnel must comply with personal identity verification standards, and the government retains the option to extend performance through multiple defined periods, subject to evaluation and funding. Final acceptance and paperwork submission are required through the Contracting Officer’s Representative after inspection and confirmation of all work completion criteria.
