This solicitation, identified as FA286026Q4008 and titled “PA Media Riser,” is a combined synopsis and Request for Quotation (RFQ) issued under FAR Subpart 12.2 for commercial items, with all responses required to be submitted electronically to noelle.grey.1@us.af.mil. The acquisition is exclusively set aside for 100% small businesses under NAICS code 337127, which has a size standard of 500 employees, and follows Federal Acquisition Circular 2026-03 and Defense Federal Acquisition Regulation Public Notice 2026-02. The requirement is for a single media riser unit measuring 20ft by 30ft, constructed with aluminum decking, highway-towable, and equipped with a hot-dip galvanized guardrail, designed to support media operations during dignitary movements by the U.S. Secret Service, ensuring clear visibility above crowds. Delivery must be completed within 45 days after award notification, with the place of performance specified as Joint Base Andrews, Maryland, and acceptance occurring at the designated government facility under the oversight of the government's inspection authority. All offers must comply with mandatory FAR and DFARS clauses including prohibitions on procurement from Xinjiang and Venezuela, restrictions on covered defense telecommunications equipment, whistleblower protections, and requirements to maintain active SAM registration. Contractors are obligated to adhere to enhanced security protocols, including provisions barring internal confidentiality agreements that suppress reporting of misconduct, and must affirm compliance with anti-trafficking, equal opportunity, and sustainable product standards. Invoicing must be processed exclusively through Wide Area WorkFlow (WAWF) using approved document types, with payment routed via DoDAAC F87700. The evaluation will follow a trade-off process, meaning the award may not go to the lowest-priced offer but rather to the most advantageous in terms of price and non-price factors, though specific evaluation criteria beyond technical acceptability and delivery timeline are not disclosed. Offerors must provide their Unique Entity ID and CAGE code and certify small business status; failure to meet the 45-day delivery constraint renders proposals non-responsive. Questions regarding the solicitation must be submitted by April 30, 2026, at 2:30 PM EDT, and responses are due no later than May 5, 2026, at 8:30 PM EDT. No contract value is provided, as pricing
