PACS, North Chicago VAMC, Award Notice

This contract action is a sole-source, firm fixed-price delivery order issued to Change Healthcare Technologies, LLC under the Defense Logistics Agency contract SPE2D1-18-D-0006 to upgrade the Enterprise Imaging PACS system from version 14.1 to 14.2.2, transitioning the operating environment from Windows Server 2016 to Windows Server 2022. The upgrade is necessary due to the end of support for the current version and OS, and no competitive procurement was conducted because Change Healthcare is the only entity capable of providing the service due to the highly specialized, proprietary nature of the software, its FDA clearance, and warranty restrictions that limit maintenance and updates to its authorized personnel only. The work encompasses hardware replacement with HPE application and network shelter servers, Dell EMC storage systems, Microsoft SQL Server 2022 licensing, data migration, high-availability configuration, remote deployment, and training across multiple Veterans Affairs Medical Centers within VISN 12, including North Chicago, Hines, Chicago, Danville, Tomah, Madison, Milwauke, and Iron Mountain, with the total estimated value of the delivery order at $1,539,352.13. The Department of Veterans Affairs, through its National Acquisition Center in Hines, Illinois, determined the pricing under the existing DLA contract to be fair and reasonable and conducted a price evaluation to ensure the quoted amounts were equal to or below the contract ceiling. Acceptance and inspection occur at the delivery sites, with government representatives, including the Contracting Officer and facility biomedical engineers, certifying compliance with FDA regulations, VHA Directive 1104, DICOM standards, and VISTA interoperability requirements. The contract explicitly prohibits third-party maintenance to preserve software integrity and warranty validity, and only Change Healthcare-trained personnel are authorized to perform updates or remote access. No competitive evaluation factors, subcontracting plans, socioeconomic certifications, or specific packaging, marking, or preservation standards were addressed in the documentation, and no formal contract clauses, attachments, or delivery schedules were listed, relying entirely on the terms of the underlying DLA contract and the sole-source justification under FAR 16.507-6(b)(2).
