The U.S. Army is conducting market research through a sources sought notice to identify qualified firms capable of performing an electrical power survey and system assessment for five dining facilities on Oahu, Hawaii, specifically at buildings SB 2085, SB 357, 102 WAAF, 503B FS, and SB 780. Respondents must demonstrate experience in electrical engineering and power system assessment, with technical work involving field inspections of panelboards, feeders, and switchgear; infrared thermographic scanning; two-week load monitoring at service entrances and key distribution points to capture voltage, amperage, and demand trends; high-level short-circuit and protective device coordination reviews without full modeling; selective circuit verification; grounding system testing targeting a resistance of five ohms or less; limited code compliance reviews focused on major deficiencies; and visual inspections with documentation review of generators and automatic transfer switches, excluding load bank testing. Work must be performed Monday through Friday from 0730 to 1600, excluding federal holidays, and contractors must comply with USAG-HI security protocols including non-disclosure agreements, AT Level 1 training, OPSEC, and installation access procedures, along with adherence to EM 385-1-1 safety standards and environmental regulations addressing hazardous materials, waste management, and cultural resource protection. Interested firms must submit a capability statement, past performance examples, company identification including CAGE and UEI codes, socioeconomic status information, and confirmation of compliance with Hawaii licensing and security requirements, all electronically via email to the designated points of contact by the deadline of May 31, 2026 at 1700 HST.
