Park Assets & Building Conditions Assessment - CoAn Park

The Town of Amherstburg is seeking a multidisciplinary consulting firm to conduct a comprehensive condition assessment of buildings, structures, park amenities, and infrastructure at Co-An Park and the Steam and Gas Engine Museum grounds. The project requires the development of a full asset inventory and a 10-year repair, replacement, and maintenance management plan for the period of 2026 to 2036. Deliverables must include condition ratings, remaining useful life estimates, and prioritized financial costs based on risk levels, utilizing Uniformat II level 3 categories. The project must be led by a licensed Ontario Architect or Professional Engineer and includes a required specialist review of septic systems and a general accessibility review adhering to AODA and Town of Amherstburg Facility Accessibility Design Standards. The contract is scheduled for completion by January 31, 2027, with payments issued monthly on a time and materials basis via EFT within 28 days of a proper invoice. Proponents must submit separate technical and financial proposals, with the technical submission limited to 10 pages. Award is based on the highest combined score, provided the proponent meets a minimum technical threshold of 70 percent. Mandatory insurance requirements include Commercial General Liability of at least 5 million dollars per occurrence and Automobile Liability of 2 million dollars. Additionally, contractors must comply with the Occupational Health and Safety Act, 1990, and provide a WSIB Certificate of Good Standing upon submission.
