Park Attendant Services, Merrisach Park, Pine Bluff Site Office

This contract requires a small business to provide full-service park attendant services at Merrisach Park, Pine Bluff, Arkansas, under the supervision of the U.S. Army Corps of Engineers, Little Rock District. The contractor must supply a two-person team capable of performing all duties described in the Performance Work Statement and Specific Park Sheets, including maintenance, cleaning, customer assistance, and facility management, with no subcontracting permitted. All personnel must be physically able to meet the physical demands of the role, and the contractor is responsible for providing all equipment, tools, transportation, supplies, and supervision necessary for operations. Work must follow the schedule outlined in each park’s Specific Park Sheet, including mandatory service on holidays such as Memorial Day, Independence Day, Labor Day, and Columbus Day, with adjustments to days off or duty hours permissible only by the Contracting Officer. The total contract duration, including any options exercised, cannot exceed 36 months, and the government reserves the right to extend the contract with at least 60 days’ advance notice. Award will be based solely on price, and only firms with an active, valid SAM registration marked for All Awards will be considered eligible. The contractor must comply with a comprehensive set of federal regulations and contract clauses, including requirements for paid sick leave under Executive Order 13706, reporting of executive compensation and first-tier subcontract awards, antiterrorism training, whistleblower protections, electronic fund transfers, and prohibitions on internal confidentiality agreements. A Quality Control Plan, Safety Plan, and all required documentation must be submitted at or before the pre-work meeting, and daily written reports must be provided to the Government Program Manager. Invoices must be submitted monthly by the 25th, detailing total days completed and man-hours worked, with payment processed within 30 days upon receipt of a properly completed invoice; no payment will be made for unworked time, and approved absences will result in contract modifications. The contractor must maintain comprehensive vehicle liability insurance, as well as any additional insurance deemed necessary, and proof must be provided to the government within two weeks of award. Surveillance includes weekly inspections of living areas and gatehouses, spot audits of paperwork and policy compliance, and performance evaluations resulting in acceptance, partial acceptance, or rejection. Failure to meet standards may lead to pay deductions or contract termination. The contractor must also ensure compliance with all federal, state, and local environmental and safety laws, particularly E.M. 385-1-1, and must have a cellular phone available for emergency contact.
