The contract period runs from January 1, 2027, through December 31, 2029, with two optional one-year renewals. Deliverables include blue-line and color proofs for approval within 10 business days of receiving materials, with final delivery expected 180 calendar days after a purchase order is issued. Strict packaging and palletization standards are mandated, including grouping charts in sets of 25 and limiting pallet height to 48 inches and weight to 1,600 pounds. Award decisions will be based on the best proposal, evaluated through a combination of objective analysis and subjective judgment. Evaluation criteria include cost (40 points), experience and reliability (30 points), method of performance (20 points), and the quality of printing samples (10 points). Offerors must submit a firm fixed price and complete several mandatory exhibits, including certifications regarding worker eligibility, the Anti-Discrimination Against Israel Act, and the Buy America Form for commodity purchases exceeding 25,000 dollars.
