Parking Facility Equipment

The Indiana Department of Administration, Division of Public Works, is seeking a turnkey solution for the modernization and replacement of parking access and control equipment across several state-operated facilities, including the Washington, Senate, Executive, and WRSP garages, as well as the North, Contractor, and State House lots. The project involves the installation and configuration of a comprehensive Parking Access and Revenue Control System (PARCS) featuring commercial-grade equipment. Key technical requirements include the implementation of reversible lane capabilities at the Washington, Senate, and WRSP garages, tap-to-pay functionality, LED entrance and exit signage, and a wayfinding system and license plate recognition for the WRSP surface lot. Proposals are evaluated based on a weighted matrix consisting of technical approach (30%), vendor experience and qualifications (25%), cost proposal (20%), project management and communication plan (15%), and compliance and responsiveness (10%). The estimated contract start date is November 5, 2026, with a requirement for an initial project management plan within 45 days of commencement. The selected contractor must provide as-built documentation, training, and a turnover plan six months prior to the contract end. Final acceptance is contingent upon comprehensive testing, commissioning, and a successful demonstration of system operations to state representatives.
