The Bureau of the Public Debt, Administrative Resource Center, Division of Procurement plans to negotiate a sole-source contract with 1125 15th Street, LLC for the renewal of fourteen parking spaces for a 12-month period from October 1, 2010, to September 30, 2011. This contract is intended to support the Treasury Inspector General for Tax Administration (TIGTA) by providing indoor parking within a one-block radius of 1125 15th Street, NW, Room 700A, Washington, DC. The parking spaces must offer 24/7 access with in-and-out privileges, self-parking, assigned spots, and emergency response capabilities. Due to sensitive law enforcement equipment in the vehicles, stringent security rules apply: vehicles must remain locked, keys will not be accessed by attendants, and double parking is prohibited to avoid delays and unauthorized access. No solicitation document is issued, and this is not a request for quotation. Since no other nearby sources were identified capable of meeting these requirements, this procurement will proceed as a sole-source award unless an alternative provider submits an affirmative response by September 13, 2010, demonstrating a clear advantage over the incumbent. Responses must show the ability to meet all the contract needs; merely requesting more information does not qualify as an affirmative response. The Government maintains sole discretion to decide whether to compete based on responses received. The contract officer for this procurement is S. Daugherty, and the contract is conducted under simplified acquisition procedures in accordance with FAR guidelines.
