Part-time Lifeguard for MDH Potomac Center

The Maryland Department of Health is seeking a qualified part-time Lifeguard to provide services at the indoor pool of the Potomac Center in Hagerstown, Maryland, serving residents with intellectual disabilities and co-occurring mental health conditions. The position requires approximately 12 hours per week, with an additional 14 hours every other week, totaling 676 hours over a one-year contract term from June 10, 2026, to June 9, 2027. The Lifeguard must hold current certifications as a Certified Pool Operator (CPO), a Maryland Department of Health-approved Lifeguard, and in Adult First Aid, CPR, and AED, and must provide proof of these credentials along with a valid driver’s license and a criminal background check completed within the past three years that includes Maryland conviction and probation before judgment records. The contractor must ensure the Lifeguard maintains security clearance throughout the contract term and must immediately notify the facility if the Lifeguard becomes subject to any legal or criminal action. Additional requirements include providing personal equipment such as a uniform, safety whistle, towel, rescue tube, CPR mask, and extra flotation devices, as well as completing a two-hour self-study training packet specific to Potomac Center protocols. The contract is capped at $50,000, and bids exceeding this amount will be automatically rejected. Proposals must be submitted electronically via eMaryland Marketplace Advantage (eMMA) or email by June 5, 2026, at 2:00 PM EST; hard copies, fax submissions, or multiple responses are not accepted. Bidders must be registered with the Maryland Department of Assessments and Taxation in good standing and must also be registered on eMMA to be eligible for award. Mandatory submission documents include a completed and signed Financial Form (Exhibit A), a Bid/Proposal Affidavit (Attachment A) certifying compliance with state nondiscrimination, tax payment, and anti-contingent fee laws, a Conflict of Interest Affidavit and Disclosure (Attachment I), a current Certificate of Insurance for $1 million per occurrence and $2 million aggregate commercial general liability coverage, and signed acknowledgments of any addenda. The Lifeguard must also sign a confidentiality agreement and is prohibited from giving gifts to residents without prior approval. Invoicing is required monthly on company letterhead, signed and dated, with full details including tax ID, contract number, services rendered, and supporting documentation. Failure to meet any mandatory requirement will
