Patent and trademark agent services

The Canadian Space Agency is seeking patent and trademark agents to provide intellectual property management services under solicitation 9F066-20250153, with a proposal deadline of July 8, 2026. The contract supports the IPMTT team in managing IP developed through CSA activities, requiring services such as maintaining Canada’s patent portfolio, filing and prosecuting patent and trademark applications domestically and internationally, registering copyrights, managing renewal and maintenance fees across jurisdictions including the United States, and offering strategic consultations on IP protection. The work is performance-based and must be conducted in Longueuil, Canada, with an initial one-year term and an option for up to four additional one-year extensions at the same rates and terms. Offerors must be Canadian suppliers under the Reciprocal Procurement Policy and must hold a valid security clearance through the Contract Security Program, with personnel maintaining RELIABILITY STATUS for access to PROTECTED B information. All proposals must include completed annexes including the Offer Submission Form, Offeror Declaration Form, Non-Disclosure Agreement, Moral Rights Waiver, and comply with technical criteria outlined in the Annex Technical Criteria, which serve as mandatory pass/fail gates. Failure to meet any mandatory requirement results in non-compliance. Payment is tied to delivery of completed work and requires detailed invoicing for each submission, including time sheets, release documents, and receipts for all direct and travel expenses, submitted to the designated finance email address with a copy sent to the Technical Authority. Invoices must contain specific elements including the contract number, client department details, procurement business number, financial codes, and a clear indication of partial or final delivery. Canada will pay only after verifying all documentation and accepting the work, and contractors must maintain complete financial and performance records to ensure best value. The evaluation will be based solely on the lowest-priced compliant offer, with no weighting applied to non-mandatory factors. Contractors are prohibited from deriving any benefit from conflicts of interest involving former public servants or access to non-public information, and must adhere strictly to anti-forced labor, international sanctions, and integrity requirements. All work must be performed diligently, using industry-standard quality controls, with no reduction in obligations due to disputes, and unauthorized use of facilities or IT systems for Protected information is strictly prohibited until formal approval is granted.
