PATTERN ANALYSIS SUPPORT SERVICES

THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. PURPOSE: The Joint (IED) Defeat Organization (JIEDDO), Arlington & Fairfax Counties, Virginia is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to sole source to BAIR SOFTWARE, INC., 640 Plaza Drive, Suite 340, Highlands Ranch, CO 80129-2399, for Analytical Support and and Pattern Analysis Software services. This action will result in a Time & Material (TM) contract with a period of performance of one (1) base period of twelve (12) months and two (2) option periods of twelve (12) months. Interested persons may identify their interest and capability to respond to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the requirements below. The preferred strategy is to procure this requirement as sole source. Any response to this notice must show clear and convincing evidence that additional competition would be advantageous to the Government in future procurements. A determination not to compete this proposed requirement upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. DESCRIPTION OF REQUIREMENT: The Joint (IED) Defeat Organization (JIEDDO) J9 Operations Research Systems Analysis (ORSA) Division requires support services with the ability to provide analytically derived and empirically supported information in support of decisions regarding options to minimize the impact of improvised explosive devices. The J9 Division provides detailed research and analysis in support of the strategic vision for senior level, executive level, directorate/staff section and translates that vision into usable products for internal/external members/partners with JIEDDO. The pattern analysis support services shall provide direct support to a broad spectrum of customers to include military forces at tactical, operational and strategic levels; inter-agency, intelligence, and inter-governmental partners; and senior/executive Department of Defense (DoD) leaders. The support services shall include operations, research and systems analysis used in defeating the Improvised Explosive Device (IED) as a weapon of strategic influence. This shall include analyzing the effectiveness of JIEDDO initiatives, investment decisions and dynamics of the IED fight, operational modeling, and portfolio management. Continued support shall include the capabilities to provide traditional pattern analysis and non-conventional pattern analysis capabilities. SUBMISSION REQUIREMENTS: This Notice of Intent (NOI) is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice; however, any firm possessing capabilities to provide this requirement may give written notification to the Contract Specialist, James R. Watson at contact@example.gov. All responses must be received no later than 2:00p.m. Eastern Standard Time (EST), Wednesday, March 19, 2014 to be considered. Again, determination by the Government not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
